Improving the Climate for Investment and Productivity

Objectives

The goal of the technical assistance (TA) of Investment Climate and Productivity Study (ICS) is to help improve the environment for doing business in Indonesia, thereby fostering private sector development that contributes to sustained poverty reduction. To this end, the ICS will: (i) examine the institutional factors and policies that make up the investment climate by probing, at the micro (firm) level, the stumbling blocks and constraints to private investment and productivity growth; (ii) examine how Indonesia compares with other countries in terms of competitiveness and productivity; and (iii) identify effective ways to deal with impediments to investment and productivity growth. The results of the survey and analysis will provide policymakers with suitable guidance on how to enhance the climate for investment and productivity, making it possible for Indonesia to catch up with the leaders in international competitiveness.

Scope

The TA will have three principal components. First, it will conduct a large-scale survey of around 1,000 firms, stratified by sector and size. The survey will adopt a common core questionnaire to be used in several developing member countries to ensure cross-country comparability. The core questionnaire will be supplemented by questions of special interest and concern to Indonesia. Second, the survey data will be analyzed, conclusions drawn, and policy recommendations formulated. Third, the TA will disseminate the results of the study through conferences, seminars, workshops, and publications on the website and in print for maximum publicity to all stakeholders and the general public.
