Agriculture and Natural Resources Sector
Fisheries Postconflict conditions of Hera Port were poor due to the combination of poor construction and maintenance. Most inshore fishing boats and gear had been destroyed. Offshore, commercial fishing boats were destroyed or removed including about 24, which went to Atauro island, of which only 4 or 5 are operational today.

- rehabilitation and strengthening of three individual breakwaters
totaling approximately 140 m in length,
- rehabilitation of the wharf faces of the harbor basin
totaling approximately 400 m.
- replenishment of washed-away core material from the breakwaters
- enforcement of the seaward sides with stone armor, thus
protecting the harbor against wave action.
- securing mooring site for easy on- and off-loading of
vessels.
- Upgrading and rehabilitation of the working apron alongside
the wharves
- use of local labor, local purchase of materials, and lease
and hire of equipment from Timor-Leste nationals
- training at all levels in harbor construction.

Assessment and Capacity Improvement |
The TA developed a core Timorese expertise
to review, evaluate, and monitor the enforcement and implementation
of environmental management laws, regulations and standards.
The TA addressed institutional development, reviewed and made
recommendations on legislation and regulations, identified
critical issues, and provided training through short courses
and in-service training. An action plan was produced to strengthen
environmental monitoring |
