Good Governance
A critical facet of an efficient and sustainable transport system is good governance, which preserves public assets and ensures adequate social safeguards. Governance is not just about what governments do, but how they involve civil society in what they should do. Good governance is all about enhancing transparency. ADB is moving toward a more programmatic approach to long-term involvements in its developing member countries and supports such reforms through capacity building. Public governance is central to ADB's transport projects. ADB interventions aim to improve public governance in specific areas, including policy reforms, capacity development, financial and information systems development, and safety and air quality (limiting the propagation of transport-induced diseases). ADB also provides assistance in establishing country-level initiatives to reduce corruption in the transport sector, and implementing anticorruption actions. Using the sector approach, ADB provides risk assessments to improve the management of governance (as opposed to a systemic approach, which addresses policy and legal aspects). |
