ADB's Urban Sector Strategy
Published in 1999, the urban sector strategy addresses the need to strengthen ADB's leadership role in urban development in the region by expanding the level and impact of development assistance provided to its DMCs to manage the process of urban growth.
By increasing support for the sector, ADB will be able to pursue important opportunities to advance the goal of national economic development, while achieving poverty reduction and sustainable urban development in key urban centers in the Region.
Review of the Urban Sector Strategy
ADB has reviewed its urban sector strategy to ensure its continuing relevance and effectiveness to operations. Two independent, though interrelated, reviews were initiated - one by ADB's Regional and Sustainable Development Department (RSDD), and by ADB's Operations Evaluation Department (OED).
RSDD Report on the Review of the Urban Sector Strategy focused on the relevance of the strategy to current and emerging urban challenges. It assesses the scope, coverage, and performance of the strategy, and recommends changes and revisions that are needed to update the strategy. The report finds that most features of the strategy are relevant; however, the strategy could be supplemented by more practical guidance on dealing with issues arising in individual countries.
OED Special Evaluation Study on Urban Sector Strategy and Operations focused on the appropriateness and implementation of the strategy. The review analyzes ratings of completed projects and technical assistance grants, analyzes whether the strategy's targets are being addressed, and assesses ongoing urban operations. The study rates ADB's operations in this sector as broadly successful.
