ADB's Urban Sector Strategy

Published in 1999, the urban sector strategy addresses the need to strengthen ADB's leadership role in urban development in the region by expanding the level and impact of development assistance provided to its DMCs to manage the process of urban growth.

By increasing support for the sector, ADB will be able to pursue important opportunities to advance the goal of national economic development, while achieving poverty reduction and sustainable urban development in key urban centers in the Region.

Objectives Main Thrusts Review of the Strategy
The strategy highlights the operational objectives of:
  • maximizing economic efficiency of urban areas. Optimized contribution to gross national product, employment creation, inward investment, availability of inputs, such as land, services and labor;
  • improving quality of life. Pollution reduction, assistance to disadvantaged group, reduced crime rates, reduced morbidity, availability of land, services and infrastructure;
  • achieving more sustainable forms of urban development. Reduction in use of non-renewable resources, more use of energy-saving development, increased social equity, and improved urban management; and
  • reducing urban poverty. Reduced unemployment, increased access to infrastructure, and improved quality of life.
