OBJECTIVES
  • Improve the efficiency of water and sanitation service delivery by improving management practices, with a special emphasis on private sources of management expertise and capital.
PROPOSED PROJECT COMPONENTS
  1. Institutional strengthening of water supply and wastewater sector
  2. The expected outputs will include

    • Improved policy and regulatory capacity of the Government in the sector
    • Commercially viable independent utility operations
    • Financially strong companies capable of raising finance in the private financial markets
    • Continuing access to best practices in management and technology


  3. Specific infrastructure investment project
  4. This component will focus on a specific investment project aimed at expanding water and wastewater delivery services through infrastructure development.

    Prior to project preparation, the partners propose a diagnostic study on the current state and constraints of the water supply and sanitation sector in Nanjing. This study will be the basis for the detailed planning and project design, identification of the public sector investment project and identification of the likely private sector modality to be pursued.

  5. Water education and awareness creation
  6. This component will introduce value-based water education in the school curriculum and higher education institutions to improve the understanding of water resources management, water conservation, hygiene, and sanitation among school children, the youth and the community.

    Outputs will include:

    • A system of human cultural-valued water education
    • Facilities for training teachers and improving curricula
    • Water classrooms for education in schools and other institutions
