• A steering committee composed of directors from ADB's regional departments, the Department of External Relations (DER), and the Regional and Sustainable Development Department (RSDD) provides overall guidance and supervision to the Program activities.

• ADB's Water Sector Committee prioritizes the activities and oversees their implementation.

• The regional departments initiate and implement Program activities. They are assisted by the water focal point in RSDD's Energy, Transport, and Water Division (RSID). The water focal point is composed of ADB staff and consultants working under the direction of RSID's Lead Water Resources Specialist and Principal Water Supply and Sanitation Specialist.

• ADB staff in headquarters and resident missions are encouraged to participate in the Program's activities to strengthen the capacity of ADB and its DMCs to implement ADB's water policy at the country level.

• Government agencies and NGOs in the DMCs can also propose Program activities through the ADB regional departments, subject to review and prioritization by the Water Sector Committee. Participating DMCs shall designate the water sector apex body, or the agency assigned to coordinate water sector activities, as the national counterpart agency for the Program.

As Fund contributions are received, the Program accesses these contributions through a series of regional technical assistance projects (RETAs) entitled Promoting Effective Water Management Policies and Practices.

The first 2 RETAs include activities implemented in 2002-2003, and the 3rd RETA covers activities implemented in the second half of 2003 up to 2005.

2002-2003

• RETA 6031 - ADB's Board of Directors approved this RETA, which amounted to $3.8 M, in April 2002
• RETA 6093-Phase 2 - The Board approved this RETA in January 2003. Amounting to $1 M, the RETA supported ADB's role in the organization of the 3rd World Water Forum in Kyoto, Japan in March 2003.

2003-2005

• RETA 6123-Phase 3 - ADB's Board of Directors approved the RETA on 3 October 2003. The third RETA supports the 6 Program categories and utilizes contributions from the Governments of Netherlands ($3 million) and Norway ($1.3 million).
• RETA 6219-Phase 4 - This $5.6 M RETA supports the same 6 Program categories and was approved by ADB's Board of Directors in December 2004.

2006-2007

• RETA 6325-Phase 5 - This $3.2 M RETA supports the 6 program categories of the Fund.

Regular progress reports on the Program's activities are prepared by the water focal point on a six-monthly basis and posted on this website. The indicators for monitoring progress are developed in consultation with other multilateral development banks with similar cooperation funds.
