The Government of Netherlands, through its Ministry of Foreign Affairs, was the first to join the Fund. It committed US$19.4 million to be disbursed in annual tranches.
The contributions received are as follows:

| December 2002 | US$ 4.00 million |
| December 2003 | US$ 5.15 million |
| December 2004 | US$ 5.15 million |
| August 2006 | US$ 1.10 million |
The Government of Norway, through its Ministry of Foreign Affairs, committed a total of NKr 15 million (equivalent to approximately $2.1 million) for the period 2003-2005.
The contributions received are as follows:
