In 2003, ADB undertook an interim review of ADB's water policy implementation. The objective was to assess whether the water policy has been integrated into ADB operations through the design of loans and TAs.
The interim review identified forty policy actions from the seven principal elements of the water policy.
The study considered the same 40 policy actions but re-stated them into outputs and outcomes.
Progress on achieving the outputs and outcomes was ranked through questionnaire. The ranks represented 4 levels of achievement:
| A | Little or no progress made |
| B | Progress Poor or at an early stage |
| C | Good progress being made |
| D | Excellent, lasting progress |
The value C+D is used as an overall indicator - "good to excellent progress". View the results.

Unstructured interviews with ADB Staff
ADB staff, most of them from the Water Sector Committee, were asked about the water sector situation in their countries of responsibility. |

Survey
ADB staff and national water specialists participating in the 2004 ADB Water Week were asked to accomplish a questionnaire as a means of summarizing their observations on the water sector situation in specific countries. |

Dialogue on Water sector Reform
A group of 20 national water specialists were consulted on the factors influencing the adoption of sector reforms. Read the results of the discussion. |
