Private Sector Participation in Urban Water Supply in India

Action Plan: State of Kerala

Assumption: State Water Utility is willing to transfer assets to the 3 urban Urban Local Bodies (ULBs) that would take up the PSP opportunities

Project Concept

Performance Based Management Contracts (PBMC) let out by three ULBs in the next three years
  • State Water Utility (SWU) to develop an inventory of assets/ supplies and capacity for all the (58) ULBs
  • Invite the ULBs to participate to share the information from SWU, and a roundtable session on the PSP options - focusing on PBMC
  • Identify the willing ULBs
  • ULBs take 1 - 1.5 years to develop the projects (PBMC) with ADB's assistance.
Sector Goals and Objectives

For these 3 ULBs to:
  • Achieve 12 hours supply at the end of the first three years and 24 hour supply at the end of six years.
  • Full sewerage coverage and treatment
Timeframe

Three years to let the management contracts and six years for achievement of objectives.

Responsible Authority

  • State Water Utility to give the assets out to ULBs
  • ULBs as party to the management contract
  • Water Resources Department and local government/ department to work as the facilitators
Resources Required

  • Funding support to the State Water Utility to undertake the inventories
  • Roundtable with the ULBs
  • Funds for the ULBs to develop the tender documents and request for proposals for the PBMC
  • Capital expenditure for ULBs for improvements
Measurable Indicators

  • 12 hours supply in three years of commencement of the management contract
  • 24/7 water supply in six years
  • Non-revenue water (NRW) reduced to 20% in six years
  • Collection efficiency 90% in six years
  • Potable water supply, as per national standards, in six years
  • Full cost recovery in six years
