Highlights of Discussions

The workshop achieved its objective of having a shared vision of benchmarking for RBOs, an agreed set of performance indicators, and a set of RBOs wanting to pilot the benchmarking approach, including a peer review process

BENCHMARKING PILOTS
  • Eleven NARBO members have agreed to serve as pilots for the benchmarking program. They will meet again in the first quarter of 2005 to discuss further the benchmarking system design and plan of action.
  • The eleven volunteers include:

NEXT STEPS FOR THE BENCHMARKING PROGRAM
  • Form an action plan for the benchmarking system (c/o IWMI and ADB)
  • Draft workshop report and share it with NARBO members for comments
  • Develop guidelines and format for the benchmarking system (c/o IWMI)
  • Conduct a meeting of RBO benchmarking pilots in the 1st quarter of 2005 to finalize benchmarking design
  • Launch the 1st phase of the benchmarking system during the 2nd Southeast Asia Water Forum in Bali, Indonesia (August 2005)

SIDE EVENTS

Two side events were held:

  1. Launch of the twinning program between the Japan Water Agency (JWA) and Indonesian NARBO Secretariat
  2. The main objective of the twinning program is to strengthen each party's capacity for IWRM.

    A Memorandum of Understanding (MOU) between parties was signed. This would remain valid for one year, and will be automatically extended unless terminated with written notice by either party.

    Likewise, an Agreement on the Exchange of Information and Personnel between JWA and PJTI/PJTII was signed which stipulates

    • an active exchange of information
    • the conduct of annual interaction meetings between parties in order to exchange views on IWRM
    • the exchange of personnel between parties (The Indonesian NARBO Secretariat will dispatch three staff to JWA for 3 months; JWA will dispatch four staff to the Indonesia Secretariat for 3 months)

  3. Preparatory meeting to the 2nd Southeast Asia Water Forum (2SEAWF)
    (Bali, Indonesia, August-September 2005)
  4. The meeting discussed the ongoing preparations to the 2SEAWF. Agreements reached include:

    • Public relations firm. The services of a public relations firm will be tapped to help in having the forum messages reach as many stakeholders as possible.
    • Local journalists. Local journalists will be actively involved in advance.
    • Target audience. Target audience will be defined and would include local decision-makers.
    • Main theme. The main theme will be decided from the suggestions given by the participants and from inputs by the PR firm; keywords 'water management' and 'public participation' will be considered.
    • Themes. The suggested themes are: a) Advancing National Water Agenda; b) Managing Water in River Basins; and c) Managing Water in Growing Cities.
    • Schedule of Conveners Meetings. A schedule of conveners meetings will be firmed up in advance, and the first meeting will be held in Jakarta on the last week of January 2005.
    • Side meetings and events. Side meetings and events, including of NARBO, will be included in the forum's program.
    • Date. The date of the forum is tentatively set August 29 - September 2, 2005.
