Water Apex Bodies acknowledged that this performance review may be more appropriately carried out by invited peers rather than by external consultants.
ADB was requested to develop a set of performance indicators against which apex bodies could be benchmarked, and to pilot test a peer review process that could be applied by apex bodies. ADB supported this request and presented its initial outputs at the 2nd regional meeting of apex bodies in April 2005.
The participants then agreed on the initial set of indicators and the process for undertaking peer review.
Benchmarking is about comparison against either a specific standard or a similar organization. Among the different types of benchmarking are:
| Standards benchmarking | setting a standard of performance which an effective organization could be expected to achieve |
| Results benchmarking | comparing the performance of a number of organizations providing a similar service |
| Process benchmarking | undertaking a detailed examination within a group of organizations of the processes which produce a particular output, with a view to understanding the reasons for variations in performance and incorporating best practice |
Given the purpose and nature of Water Apex Bodies and the wide range of functions they perform, it is recommended that their performance be assessed using Results Benchmarking.

There is no one set of universally accepted indicators to measure apex bodies' the performance. At the Water Apex Bodies' 2nd regional meeting, the participants agreed on the following desired ends/outputs, and their indicators:
