INTRODUCTION

In the Asia and Pacific region today, 700 million people do not have access to safe drinking water and 2 billion live without adequate sanitation. Reforms at the sub-national or project levels-from stronger community involvement to growing private sector interest in service delivery, from establishment of river basin organizations to institutional development of public water providers-have already yielded positive results. But ensuring that these benefits are enjoyed by as large a segment of the country's population as possible requires widespread national water sector reforms that create the enabling environment for these initiatives.

National water sector reforms refer to the country's entire set of policies, planning, implementation, and supporting activities to improve water management. Their ultimate objectives are to manage and conserve scarce water resources and improve water services to sustain human and economic development.

The national reform agenda covers a wide ground, among them the following:

  • legal aspects of water - decentralization, water rights and allocation among competing uses, formulating water laws, policies or strategic frameworks, etc
  • participation in water management- involvement of private sector, harnessing civil society participation, the role of media, etc.
  • economics of water - tariff reforms and regulatory framework, rationalizing subsidy, catalyzing investments, etc.
  • coordinating mechanisms-establishment of apex bodies

  • Define how water reforms can lead to better water management and higher investments in the water sector.

FORMAT
  • Panel members were selected on the basis of the following: a) strong views on a particular topic; b) DMC experience in the reform in question; and c) professional affiliation (private sector, public sector, civil society)

  • Prior to the panel discussion, each panel member was given 3-5 minutes to express his/her response to the main question. A moderated discussion with the active involvement of the audience followed immediately after.

  • Media was involved as panelist to provide an outsider's perspective on the issues discussed.
