Advocacy for Change: Multi-Stakeholder Platform for Urban Water Reforms

This PDA helped mobilize various stakeholder groups in Gwalior City to establish a common platform for urban water supply reforms.

Gwalior City suffers from low water supply service coverage, and intermittent supply. The Gwalior City Water Corporation unaccounted-for-water is at a high 64 percent. Conflicting water use—between a growing city population with its accompanying industries and rural communities whose livelihoods are dependent on river flows and catchment areas—have created considerable political tension among stakeholders.

The water governance problem is further complicated by poor decision-making processes, a lack of transparency between and among agencies, and the lack of regulation in water use. Soft measures to overcome severe water shortages and respond to political pressures have led to poor water service delivery at low cost.

This PDA mobilized various stakeholder groups and facilitated a multi-stakeholder dialogue process to come up with least contentious solutions for the intensive use of water by both rural and urban constituencies.



  • Established federation or network of Resident Welfare Associations (RWAs)

  • Strengthened collaboration among stakeholders, including links between communities and local government
