Indonesia's Law on Water Resources, passed in 2004, mandates that surface water management be based in river basins, where integrated water resources management can be introduced. The law also specifies that government and regional governments shall manage a water resources information system to support water management. The information system should include data on
- Hydrological, hydro-meteorological, hydro-geological conditions
- Water resources policies
- Water resources infrastructure
- Water resources technology
- Water-related social, economic, and cultural activities of communities that rely on the river basin.
This PDA helped establish a Geographic Information System for Water Resources Management in the Cimanuk River Basin in West Java, Indonesia. The Cimanuk is one of the river basins identified for immediate attention under Indonesia's National Action Programme for Partnership in Water Conservation. Specifically, data will be obtained from the Cipanas-Pangkalan sub-basin, and will serve as the foundation for Cimanuk River Basin database.
The Geographic Information System is expected to support decision makers in managing the Cimanuk River Basin by
- Providing accurate and reliable data and information on past situations, the current equivalent, and the changes that have occurred
- Simulating planned developments and showing interrelations between sectors and regions to clearly visualize the scope and effects of planned programs and projects and the necessary complements and derivatives
- Providing assistance in planning additions and improvements to water resource utilization, operation and maintenance or irrigation and/or water supply assets, and monitoring of water resource utilization
- Clarifying and illustrating reports through printouts of relevant maps and overlays
