Rapid urbanization and industrialization in the Indonesian capital of Jakarta has led to increasing pollution levels and deteriorating water quality in the Citarum River Basin. Low water quality has also impacted on the operations of hydropower stations.
The Citarum River Basin, composed of the West and East Tarum Canals, and other dams and reservoirs, is a major source of water supply to West Java's metropolitan areas. About 70% of Jakarta's drinking water supply comes from the Djuanda reservoir, transported through the West Tarum Canal to water treatment plants in the city. Originally an irrigation canal for rice production, the canal serves industrial users, contribution to the canal's pollution.
This PDA piloted the establishment of a water quality monitoring and management system for the West Tarum Canal, as part of the Government of Indonesia's overall plan of addressing the sustainable water resources development and management of the Citarum River Basin.

- A sound water quality modeling system for west Tarum Canal, highlighting the innovative aspects of the model structure
- Increased capacity of Jasa Tirta II Public Corporation (PJT I)—the river basin organization in charge of managing the Citarum River Basin—in water quality monitoring and modeling, and increased awareness of other stakeholders
