Model for PDAM Collaboration for Improved Raw Water Management

This PDA formulated a framework for collaboration among 4 water utilities (PDAMs) in Greater Bandung for better conservation and improved management of raw water sources.

Water utilities in Indonesia (PDAMs) suffer a great deal from lack of sufficient raw water sources near their existing or planned service areas and from the poor water quality of available water sources. Other water sources such as large but distant and elevated springs have the potential to become alternative water sources, but PDAMs lack the financial capacity to harness them.

Four PDAMs within Greater Bandung—PDAM Bandung Municipality, PDAM Bandung District, PDAM Subang District, and PDAM Sumedang District—have teamed up to harness these alternative but difficult-to-manage springs. This PDA helped develop and test a collaboration model for these 4 PDAMs to optimize the use of Greater Bandung’s raw water resources.

  • improved protection of raw water resources, partly financed through PDAM tariff collection
  • a legal entity responsible improving and managing Greater Bandung’s raw water resources, with roles and responsibilities agreed by all stakeholders

  • Identified required processes and mechanisms and formulated technical, financial, and institutional components of the formal collaboration of the 4 PDAMs in Greater Bandung
  • Formed a legal entity for facilitating water resources protection and management and establishing collaboration among stakeholders for operational support and additional financing.
