Enhancing Sustainability of the Decentralized Wastewater Treatment Facility at the Lilo-an Public Market

This follow-up PDA will ensure the financial sustainability of the decentralized wastewater treatment facility in Lilo-an municipality that was built through a prior PDA in 2006.

The PDA on Decentralized Wastewater Treatment Facility for the Lilo-an Public Market, completed in 2006, helped construct a Decentralized Water Treatment Facility to treat wastewater from the public market that was directly discharged into the town’s coastal waters. It also helped develop the capacity of the Lilo-an Community Multi-Purpose Cooperative to operate and maintain the facility. Overall, the PDA has reduced, if not totally removed, pollution along the Lilo-an coastline.

Since the PDA’s completion in March 2006, Lilo-an has been facing issues and challenges on the facility's sustainability. As a follow-up, this PDA will help the Lilo-an Municipal Government in formulating and implementing concrete sustainability measures to operate and maintain the facility.



  • A sludge management system, including the installation and operation of a sludge filter press
  • Decentralized Wastewater Treatment Facility's training center
  • Developed capacities of the Lilo-an Community Multi-Purpose Cooperative for proper bookkeeping and financial management
  • Sources of income for the cooperative, including revenues from the new training center’s programs
  • Sale of sludge as compost to farmers
