Enhancing Sustainability of the Decentralized Wastewater Treatment Facility at the Lilo-an Public Market

In 2006, a PDA built a new wastewater treatment facility (WTF) for coastal Lilo-an municipality to filter the town’s wastewater that used to be discharged straight into the sea. This follow-up PDA will ensure the WTF’s financial sustainability and keep the town of Lilo-an healthy and pollution-free.

BACKGROUND

The PDA on Decentralized Wastewater Treatment Facility for the Lilo-an Public Market, completed in 2006, helped construct a Water Treatment Facility (WTF) to treat wastewater from the public market that was directly discharged into the town’s coastal waters. It also installed new toilets at the public market to further improve hygiene conditions, and developed the capacity of the Lilo-an Community Multi-Purpose Cooperative to operate and maintain the WTF. Overall, the PDA has reduced, if not totally removed, pollution along the Lilo-an coastline.

Since the PDA’s completion in March 2006, Lilo-an has been facing issues and challenges on the WTF’s sustainability. These include the town’s need to

  • improve financial sustainability through activities that increase revenues and decrease costs
  • establish an information and education campaign and construct a Training Center to address increasing interest on the WTF technology from neighboring municipalities and schools
  • manage sludge produced by the WTF through recycling, i.e., converting sludge into fertilizer for farmers’ use
  • regularly monitor and document WTF performance in terms of impact on the environment and water quality of the Liloan coastline
As a follow-up to the previous PDA, this PDA will help the Lilo-an Municipal Government in formulating and implementing concrete sustainability measures to operate and maintain the WTF, and preserve the sanitation and health situation in Lilo-an.
