Nantai Island in Fuzhou City has more than 40 inland rivers that have played major roles as drainage systems for domestic and industrial wastewaters, causing pollution and affecting people’s health. This PDA helped initiate a Clean River Program covering 29 villages in Nantai Island.

Through a community-driven development approach, the program raised awareness on river cleanup and setup a hygiene education program for the urban poor. The PDA is a component of ADB’s Fuzhou Environmental Improvement Project, which aims to improve the living conditions and public health of about 1.4 million people in Fuzhou City.

  • Model hygiene awareness program and community-based household solid waste collection service
  • Improved awareness of urban households on clean water sources, hygiene and sanitation
  • Partnerships between local government and community in maintaining the rivers' quality

Completed in September 2006, this PDA
  • Trained 75 community leaders to become hygiene promoters.
  • Increased public awareness through an awareness campaign covering 42 villages along 12 inland rivers and primary and middle schools.
  • Established and implemented a model for Community Driven Development (CDD)
  • Changed communities' mindsets on randomly throwing garbage in rivers, and inculcated better hygiene practices.
