Preparation and Adoption of a Comprehensive Management Framework for the Hunan Flood Management Sector Project

Hunan Province in the PRC is highly prone to floods. ADB and Hunan's provincial government partnered on the Hunan Flood Management Sector Project (HFMSP) to initiate flood management strategies in the province. This PDA prepared the comprehensive management framework for the HFMSP.

BACKGROUND

The Hunan Provincial Government's Integrated Flood Control Plan (IFCP) focuses on flood control, management and forecasting in four mountainous river basins: Xiangjiang, Zishui, Yuanjiang and Lishui, and their flood prone cities. The IFCP was designed in accordance with the People's Republic of China's 11th Five-Year development plan for 2006-2010. Thirty-six cities in Hunan Province will benefit from IFCP's upgrading of flood protection and management measures.

To execute the IFCP, ADB and the Hunan Provincial Government worked together on the HFMSP, which initiated flood management strategies in the province. An annual management, monitoring and reporting system was built into the HFMSP and included environment and resettlement frameworks. The Hunan Water Resources Department (HWRD) took the lead in the project.

This PDA focused on the preparation and adoption of a comprehensive management framework for the HFMSP as assistance to the HWRD. The management framework is hoped to improve HFMSP's annual system and was expected to be of great use for ADB and the Hunan Provincial and Local Governments in the monitoring and evaluation of the HFMSP.

The management framework pushes for a semi-annual monitoring and reporting system to ensure the completion of the HFMSP and IFCP. The system will involve

  • an assessment of the consolidated work plan for the year
  • clarification and agreement on key steps to be taken to ensure timely implementation
  • quantification of proposed loan and counterpart funds needed for the period
  • oversight and guidance for compliance with safeguard measures

The management framework also clarifies and develops the management linkages between provincial and local government project stakeholders to strengthen domestic management and implementation systems. A mid-term review by ADB and the Government will be undertaken three years after project implementation begins.

  • Use the improved annual management system as the unified system for managing the implementation of the HFMSP at the provincial and local government levels, that is also in line with the flood management policies of the Ministry of Water Resources (MWR)
