The Hunan Provincial Government's Integrated Flood Control Plan (IFCP) focuses on flood control, management and forecasting in four mountainous river basins: Xiangjiang, Zishui, Yuanjiang and Lishui, and their flood prone cities. The IFCP was designed in accordance with the People's Republic of China's 11th Five-Year development plan for 2006-2010. Thirty-six cities in Hunan Province will benefit from IFCP's upgrading of flood protection and management measures.
To execute the IFCP, ADB and the Hunan Provincial Government worked together on the HFMSP, which initiated flood management strategies in the province. The management framework also clarifies and develops the management linkages between provincial and local government project stakeholders to strengthen domestic management and implementation systems. A mid-term review by ADB and the Government will be undertaken three years after project implementation begins.
