Bang Pakong Dialogue Initiative

This PDA brought integrated water resources management to Bang Pakong by opening a dialogue between stakeholders and helped establish a river basin organization to manage water resources.

The Bang Pakong River basin supports communities involved in agroforestry, irrigated crops, livestock, fisheries and industries. The river basin is also an important estuarine ecosystem with remarkable biological diversity.

Bang Pakong’s water resources are heavily exploited for productive use in agriculture, industry, and tourism. Conflicts between different users occur, especially in areas of intense activities. Some instances of misunderstanding and distrust between government agencies and stakeholders about water resources infrastructure projects already exist, and others will emerge in the absence of acceptable water allocation mechanisms. This PDA will help establish an effective river basin organization responsible for managing water resources and resolving conflicts and misunderstandings.



  • Generalized water allocation principles and guidelines within Bang Pakong
  • Mechanisms and procedures for resolving conflicting claims to water through a river basin dialogue conducted by a strengthened river basin committee
  • A platform for all stakeholders to discuss water resources management
  • Improved access to data and information for stakeholders in the basin
  • Greater awareness on water resources issues and demands in the basin among local stakeholders and government agencies



Completed in June 2006, this PDA
  • Conducted an information campaign to increase stakeholder awareness on dialogues, consultations, workshops, and seminars on various water issues in the basin.
  • Established an independent water resources network for information and experiences sharing to address conflicts and preserve mutual interests.
  • Helped stakeholders choose the Water Evaluation and Allocation Program software for simulating different water supply and demand scenarios, and finding fair allocation solutions.
