BACKGROUND

During the 3rd World Water Forum in March 2003, the Minister of Agriculture and Rural Development (MARD) of Viet Nam and the ADB President signed a Letter of Intent to implement the Rural Water and Poverty Initiative in Viet Nam—now called the Water for the Poor—Partnerships for Action.

In May 2003, ADB held follow-up discussions with MARD, Hanoi-based representatives of international NGOs (INGOs) and bilateral and multilateral donor agencies on modalities to catalyze this Partnership. The INGOs and donor representatives showed strong interest in the Partnership.

Based on these discussions, the Partnership will be implemented at the central and regional levels—especially for the Central Region, the regional focus of ADB's operations—and at the project level. The latter will be accomplished through pipeline projects, including the Project Preparatory Technical Assistance (PPTA) for Central Region Water Resources Sector Project (CRWRSP), that aim to improve water resources infrastructure in six provinces.

The proposed PDA will assist in operationalizing the Partnership at the project level.

OBJECTIVES

To establish a partnership with an NGO that develops pro-poor rural water interventions. These will ensure better access to water for health and livelihoods, complementing but being fully integrated in the main CRWRSP, thereby sharpening its poverty focus. These activities will be implemented within the framework of the CRWRSP with the involvement and assistance of NGOs.

  • Demonstrated the use of the participatory approach (PA) and participatory rural appraisal (PRA), which are relatively new methodologies in Viet Nam
  • Encouraged farmers, rural women, youth, and other underrepresented groups to a) join local workshops and training, and b)plan future projects together with local and provincial commune and party leaders, and with government officials
  • Published a “Manual for Participation in Irrigation Development in Viet Nam,” featuring methodologies, procedures and other relevant materials, in both English and Vietnamese
