ADB's NGO Center Questionnaire
ADB-Government-NGO Cooperation

BACKGOUND

In May 2003, former ADB President Tadao Chino approved the ADB-Government-NGO Cooperation: A Framework for Action, 2003-2005 (The Framework). The Framework sought to give full effect to relevant ADB policies, in particular the Policy on Cooperation between ADB and Nongovernment Organizations (1998).

The Framework was developed over several months in a participatory manner, with input from hundreds of representatives of ADB, governments, NGOs, and the private sector. Over the past two years, the Framework has provided a common frame of reference for cooperation among ADB, governments, and NGOs in the context of ADB-assisted activities.

The overall goal of the Framework is: "improved cooperation among the ADB, NGOs, and governments to reduce poverty in the Asia and Pacific Region through collaborative efforts to promote pro-poor sustainable growth, social development, and good governance."

ADB will soon begin formulation of a new action plan for tripartite cooperation for the period 2006-2010. To contribute to a review of the Framework, and to help prepare for the drafting of a new action plan, ADB seeks your views and input.

HIGHLIGHTS OF THE QUESTIONNAIRE

The questionnaire includes 10 questions that focus on the following aspects of the ADB-Government-NGO Cooperation:Framework for Action:

  • progress since 2003
  • contributions of key partners (ADB, NGOs, Governments) in implementing the Framework
  • priority activities for 2006-2010
  • challenges and opportunities for ADB-NGO-Government cooperation
