ADB conducted a series of consultations to secure feedback from multiple stakeholders in conjunction with the comprehensive review of its water policy implementation.

The consultations were held in Cambodia, Fiji Islands, Indonesia, Kazakhstan, and India in 2005. They involved a wide range of stakeholders, including government and donor agencies, national water sector apex bodies, water service providers, river basin organizations, water regulatory bodies, project staff, project beneficiaries, NGOs and other civil society organizations, consultants and private sector firms, academe, media, and others.

The private sector can play an important role in improving water services. As such, a separate consultation was organized to further generate and discuss private sector views, interests, roles, and potential contributions to the water sector.

Objectives

The private sector consultation aimed to secure feedback from both large and small scale private sector operators to inform the review and improve ADB's water operations. The consultation focused on

  • ADB's experience in implementing the water policy
  • role of ADB in private sector operations
  • role of private sector in water sector investments and services
  • investment priorities and opportunities for involvement in water sector
  • opportunities for partnership
  • issues that require attention: (tariffs, regulation, lending, risk)

Expected Outputs

The activity produced the following outputs:

  • Participants' assessment of ADB's water policy implementation and progress
  • Participants' identification of key challenges, constraints, investment and capacity building requirements, required actions, and new opportunities that ADB should pursue in the short and medium term
  • A summary report on the consultation reflecting participants' views and comments

Participants

The consultation was attended by open to representatives from both large and small scale water service providers, ADB project staff involved in private sector operations or water projects, consultants and private sector firms, and other interested stakeholders.
