Proposed Revision in ADB's Water Policy
Regarding Large Water Resources Projects

Comments from Clients and Stakeholders

The Interim Review of ADB's Water Policy Implementation highlighted the need to revise the policy provision for large water resources projects that involve dams. The proposed revision was posted on this website on 21 April 2004.

Water agencies, NGOs, and other interested stakeholders were invited to send their comments until 30 June 2004. The nineteen comments received from a wide range of stakeholders are published on this site verbatim.

ADB staff have reviewed the comments and are now finalizing a revised proposal for the approval of ADB's Management and Board of Directors.

International Rivers Network IRN emphasized that any changes in the Water Policy should be done under the ambit of the World Commission on Dams (WCD) recommendations and suggested a revision of the text as shown in bold letters in the text. Read
Memcor Australia P/L Commented that the amendment to the policy encourages more debate. Read
Ministry of Agriculture, Kazakhstan Supported the proposed revision. Read
Ministry of Finance, Government of Samoa Agreed with the alternative wording to replace the bolded reference on para 32. Read
Ministry of Infrastructure, Mongolia Supported the need to formulate and implement integrated, cross-sector approaches to water management and development, including delivery of water services and management of water resources. Read
Ministry of Water Resources, Bangladesh Supported the need to revise but suggested inclusion of some text, as indicated in bold, regarding dialogue and cooperation of countries sharing water resources. Read
Nepal Electricity Authority Supported the need to revise as well as the proposed text; suggested adding the text indicated in bold. Read
