Performance Benchmarking Program

SEAWUN is now working on the second phase, which involves not just the expansion of participating utilities but also the pilot testing of process benchmarking through peer review.

BACKGROUND

Benchmarking of water supply utilities is now common practice worldwide. It involves collection, analysis and comparison of key performance data between water utilities in a country, a region and worldwide.

Benchmarking is also considered a very important management and planning tool for utility management, primarily because its results would

  • provide ministries, agencies and governments with an overview of the current status of water supply in their country and recommended solutions to their development challenges
  • be a basis for international organizations and donors like Asian Development Bank to develop effective and efficient investment projects in the sector

Water utilities participating in the exercise can assess their performance, identify strong and weak points, and develop timely solutions to their problems.

SEAWUN's benchmarking program would be a strategic opportunity to promote performance improvements in participating water utilities.

OBJECTIVES
  • Provide opportunities for water utilities in smaller countries in South East Asia, particularly those that have not received financial support, to implement a benchmarking program
  • Develop and share comparative water utilities performance data
  • Enhance capacity within SEAWUN to manage the benchmarking program and expand use of the process and the data within water companies and other relevant organizations

Phase 2 (2006-2007) Phase 1 (2004-2005)
Activities Description Results
Review and implementation of Benchmarking Program Phase 1 SEAWUN will improve phase 1 of its metric benchmarking program, from design to instruments to outputs, and implement it using a larger number of water utilities.
Organization of SEAWUN benchmarking network SEAWUN will organize a benchmarking network and develop capacity of benchmarking coordinators
  • Benchmarking network
Pilot Testing of Peer Review Process Benchmarking SEAWUN will develop indicators for process benchmarking of water utilities, and pilot test these indicators using a peer review process
