Call for Papers

DUE DATE

Papers should be submitted in electronic format not later than 15 August 2005.

SUBJECT MATTER CATEGORIES

Paper ideas and approaches may be:

  • Technical and Engineering: physical or scientific solutions
  • Financial: financial sustainability and financing mechanisms
  • Legal: enabling frameworks, including sector organization and regulation
  • Institutional: policy, planning, organization and management
  • Social: especially in meeting the needs of women and children
  • Comprehensive - all of the above

CONTENT CATEGORIES

Papers may deal with the following general subjects:

  • Case Studies that highlight successful approaches, with preference given to comprehensive approaches
  • Alternative and innovative approaches with preference given to proven approaches and technologies
  • Case studies outlining a problem that needs to be solved with sufficient detail to facilitate problem-solving
  • Proposed best practices, with preference given to those that are substantiated by actual results

SCORING SYSTEM

ADB will select participants from among the submissions to attend the conference in Manila. The criteria for selection include the following:

Criteria Description Points
Paper falls within Subject Matter and Content 20
Paper includes lessons learned or clear problem definition 25
Assertions are clearly supported by facts 20
Submitter's Country of Permanent Residence  
     From ADB Developing Member Country 10
     From other Countries 5
Paper is comprehensive, covering 3 or more of Subject Matter Categories 25
          Total Maximum Score 100

SELECTION OF PARTICIPANTS

ADB has formed a Steering Committee that will review the submittals along with the Project's consulting team. Each reviewer will independently score papers and the scores of all reviewers will be tallied and averaged to ensure transparency and fairness.

ADB will then select participants for the workshop according to Scores and resources available.

ACKNOWLEDGEMENT

ADB reserves the right to include any or all papers in the workshop proceedings or resulting publications, whether or not the submitter is selected to attend the workshop. If an author is not invited to participate and his or her paper is used in the workshop or included in the publications, the contribution will be acknowledged accordingly. By submitting the paper, the author gives ADB the right to use it freely.

PAPER CONTENT

Potential authors should follow the following formats:

Part A Summary of key information about the paper
Part B Abstract or summary of the paper
This is limited to 200 words or less, and includes key words that describe the paper.
Part C

Content of the paper

Should not be more than 5 pages excluding the Appendix. Read the suggested tables of contents. Authors are not required to use these tables if their paper does not readily fit within them. They are provided for purposes of illustration and guidance.

The Appendix section should include references and detailed documentation.

FORMAT AND SUBMITTAL

Paper Limit: 2 per person or organization

Electronic File Name: Files should be saved with the author's name. If an author submits 2 papers, save one with the author's name and the number 1 and the second with the author's name and the number 2.
