Water Supply: Can Full Cost Recovery be Achieved?

Mr. Januar Hakim, Urban Development Specialist in ADB's Mekong Department, participated in the Regional Workshop on Achieving Full Cost Recovery for Water Utilities in Southeast Asia.

The workshop, held in Thailand on 13-14 December 2004, was co-organized by the Southeast Asia Water Utilities Network (SEAWUN), which is supported by ADB. It provided an opportunity for water utilities to identify institutional, financial, political and technical challenges, as well as share best practices for achieving full cost recovery and the social dimension of water affordability.

SEAWUN was organized in August 2002 to help water utilities in the region to improve service delivery, operational and management efficiency and financial viability. ADB's program of support for SEAWUN was approved by the Water Sector Committee in April 2004, and a Letter of Agreement between ADB and SEAWUN was subsequently signed.

Januar Hakim will discuss: (i) poverty and water security; (ii) peri-urban and rural water supply; (iii) case studies in ADB's water supply projects; and (iv) lessons learned.
