Rationalizing Water Tariffs for Private Water Utilities

As the only national body created by law for both water resource and economic regulation, the National Water Resources Board (NWRB) of the Philippines grants franchises in the form of Certificates of Public Convenience (CPCs) to operators of water systems.

Subdivision developers, homeowners associations, townhouses, condominiums, water cooperatives, rural water and sanitation associations, private water corporations, and industrial zones are obliged to secure CPCs prior to utility operations.

NWRB's Mr. Antonio de Vera discussed the following in this seminar:

  • proposals for tariff methodologies tested in five different types of utilities
  • a new process for reviewing proposed tariffs
  • use of Key Performance Indicators to benchmark utility performance
