Integrated Water Resources Management in River Basins and Water Recycling Debate

ADB's Sergei Popov presented the results of the following conferences:
- River Symposium 2003, Brisbane, Australia, September 3 - 5, 2003, an annual event helping practitioners to analyze issues and outline models for improved river basin management
- Second National Recycling Conference, Brisbane, Australia, September 1 - 2, 2003, a major event for the Australian and international scientific and policy-making community interested in water recycling to exchange ideas and promote the issue
M. Popov is an Environmental Engineer and Policy Specialist with over 20 years of international experience. In his presentation on IWRM, he highlighted the following:
- Technology plays a key role in making informed decisions. His discussion focused on the Adaptive Management Approach to IWRM
- There is no "one-size-fits-all" structure for river basin organizations; its success depends on the stakeholders' commitments to resolve issues
- In regulating the flow of rivers, the seasonal pattern of flow is equally important, it not more so, than the magnitude of the flow
- Decision-making would benefit from a multi-criteria analysis that covers economic, biophysical, social, cultural and environmental considerations, as well as well designed consultation process with the stakeholders and beneficiaries
In his presentation on water reuse, Mr. Popov covered the following:
- Two approaches to water reuse: a) dual reticulation for industrial, urban or irrigation use, and b) indirect reticulation through supplementing flows in rivers, augmenting levels in improvement or aquifer storage and recovery
- Technological breakthroughs in recent years, e.g. microfiltration (membranes)-it is now possible to operate membranes at lower pressures and for longer periods of time as they are more resistant to fouling.
- Debate between the proponents and opponents of water reuse
