What do ADB policies say?

On improved performance:

ADB Water Policy

'ADB will promote the achievement of higher irrigation efficiencies in a basin context. This will optimize the performance of irrigation and drainage systems'. (para 42)
In relation to development in shared river basins 'Strategically, ADB will accord higher priority to the optimization of existing systems'. (para 51)

Energy Review 2000

'Efficiency Improvement: ADB will assist its DMCs in the design and implementation of measures to improve the efficiency of energy supply and use. This will include assistance for reducing technical and non-technical losses' . (para 77(iii))

On addressing outstanding issues

ADB Environment Policy

'Where unanticipated environmental impacts become apparent during project implementation or after project completion, ADB will assist executing agencies and other relevant government authorities to assess significance, evaluate the options and estimate the costs of mitigation measures. ADB will also help DMCs find the resources needed to mitigate the damage'. (para 67)
'If unanticipated impacts are identified after a loan is closed, ADB will encourage, and assist as required, the borrower to plan and implement remedial measures'. (para 67)
Once a loan is closed, this requirement changes to 'ADB will encourage, and assist as required the borrower to plan and implement remedial measures'.

Handbook on Resettlement

'It is good practice to resolve any past inequities before Bank investment proceeds'. (Handbook, p7)
