Smarter Sanitation
How to clean up your sanitation and
wastewater mess

SANITATION CHALLENGE-BUSINESS UNUSUAL IS KEY

Two billion people in the Asia and Pacific region have no access to improved sanitation. That's almost thrice as much as those without access to improved water supply. The need for sanitation and wastewater management is urgent.

Target 10 of the Millennium Development Goals calls for the halving of these numbers by 2015. But that is easier said than done, especially in view of the slow progress in the past decades, hampered by inadequate resources, low or non-existent tariffs, no regulations to encourage proper sanitation practices, accelerated urbanization and high-speed economic growth, deteriorating infrastructure, and many more.

If countries continue at the same rate of progress from 2002-2015 as they did from 1990-2002, many will not meet Target 10. Clearly, business as usual will not work.

Business as usual is not an option for the Asian Development Bank (ADB), or for most of its developing member countries (DMCs). It is time to try new ways of doing things and, if they work, replicate and scale them up.

In line with this thinking, ADB has developed a new product that presents a range of new ideas on moving forward with the sanitation and wastewater management agenda.

SMARTER SANITATION - NEW BUSINESS UNUSUAL TOOL

"Smarter Sanitation" is ADB's new electronic toolkit to help national and local governments put their sanitation and wastewater sectors on the MDG success path. More than 30 specialists from developing countries in Asia and the Pacific contributed case studies.

"Smarter Sanitation" includes a CD and companion booklet that guides users through the main barriers confronting them:

  • Attitudes and misconceptions about what is and is not possible
  • Getting policies to work
  • Changing community behavior and awareness levels
  • Choosing the most suitable technology

The toolkit is loaded with links to the best websites, resources, case studies, and virtually everything about sanitation and wastewater management that planners and managers need to know. It also includes SANEX™, a high-powered software for assessing and planning sanitation systems in developing countries.

This innovative toolkit is ADB's way of doing business unusual itself, and getting its DMC partners to also think in innovative ways.
