Institutions and Capacity Building Enhancement of environment management capacity in key organisations. Set up National/Provincial/District water councils, basin committees and RBOs, prepare basin management and development frameworks Pola and Master Plans (for Basin Territories) Use MFF ( example Ciujung, Ciliwung/Cisadane, Citarum) Continued engagement of ADB resources to support internal programs.

Water Resources Insfrastructure Development: increase storage and raw water delivery. Prioritize water conservation and identify and develop bulk water supply potential Encourage and facilitate private sector to participate in bulk water delivery.
