ADB Water Investment Trends

ADB's "Asia Water Watch 2015" study estimates that US$8 billion annually is needed to meet Millennium Development Goals (MDGs) targets for safe drinking water in the next decade.

ADB's Water Financing Program (WFP) was developed based on the trends in ADB's water investments and the demands for greater investments by ADB developing member countries (DMCs).

WATER INVESTMENTS NEEDED YESTERDAY

Rapid population growth in the Asia Pacific region over the past decade has led to ever-increasing demands for water and sanitation services, which require greater investments in water projects.

In 2002 alone, about 700 million people in the region lacked access to safe water supply and approximately 2 billion lacked access to improved sanitation - about 75% of the world's total. Investments in water crucial are in meeting broader targets, such as halving the incidence of poverty, halving the proportion of the world's poor who suffer from hunger, reducing child and maternal mortality, have been inadequate.

ADB'S WATER INVESTMENTS FOR TOMORROW

ADB's investments in water projects have been modest and unpredictable. It averaged US$790 million a year from 1990-2005, and ranged from US$330 million in 2004 to US$1.4 billion in 2005. WFP proposes to increase ADB's overall investments in water operations to well over $2 billion annually in the next five years.

ADB has also developed a strong pipeline of water projects for 2006-2008, with US$2.4 billion programmed in 2006, US $1.8 billion in 2007, and US $1.7 billion in 2008. This is the first phase of the WFP implementation plan. When the program is expanded to the second phase in 2009-2010 on a pro-rata basis, total delivery can reach US $12 billion over five years.

WFP will also mobilize co-financing and investments from government clients, the private sector, and multilateral and bilateral partners.
