Water for the Poor: Setting the Rules and Finding the Money
ADB Headquarters, Manila, Philippines
26-30 January 2004

Is there conspiracy against the poor? Why is it that after concerted efforts spanning decades, the poor still does not have access to safe drinking water? Have conventional mindsets or vested interests stymied progress in this direction?

These were the questions discussed by participants during ADB’s 2nd Water Week, which carried the theme “Water for the Poor: Setting the Rules and Finding the Money." Over 350 delegates drawn from government, providers, NGOs, financiers and the media participated and benefited from twelve technical presentations, four keynote speeches, discussion time and networking.

Sixty-five percent rated it valuable and committed themselves to take some action. Others rated it as interesting. Read more of the results.
