Peer Review of the Mahaweli Authority of Sri Lanka
Meeting Report

Peer Reviewers from the Network of Asian River Basin Organizations (NARBO) assessed the performance of the Mahaweli Authority of Sri Lanka (MASL) as part of NARBO’s ongoing benchmarking and peer review initiative.

Background of Mahaweli River Development Project
BACKGROUND

As the largest river basin in Sri Lanka, the Mahaweli basin is the country’s most important source of irrigation water, contributes greatly to hydropower operations, and meets the water needs of nearby communities. The Mahaweli Authority of Sri Lanka (MASL) manages the basin’s water resources and provides services in special areas declared for the development of irrigation settlements.

As a member of NARBO, MASL agreed to undergo NARBO’s performance benchmarking system and peer review process, which was pilot-tested in Indonesia’s Jasa Tirta II Public Corporation in November 2006.

In November 2006, 15 senior management staff from 8 river basin organizations in Asia became the first batch of Certified NARBO Peer Reviewers. Four of these certified peer reviewers conducted the MASL review.

HIGHLIGHTS

NARBO Certified Peer Reviewers from Jasa Tirta II Public Corporation in Indonesia, Laguna Lake Development Authority in the Philippines, Ping River Basin Committee in Thailand, and the Red River Basin Organization in Viet Nam worked for four days to assess MASL’s performance using NARBO’s benchmarking tool. The workshop, managed by the International Water Management Institutute (IWMI), yielded the following results.

PARTICIPANTS

The peer review team, MASL Board of Directors, MASL Top and Middle Management, and MASL’s main stakeholders at the national and basin levels participated in the workshop.

NEXT STEPS

The Peer Review Team’s draft report is expected in January 2007, for comments by IWMI and ADB, which will then be submitted to the MASL top management and Board for consideration. Follow up activities include

  • Self-assessment of the Philippines’ LLDA in January 2007 followed by a peer review in March 2007
  • Self-assessment of Viet Nam’s RRBO in April 2007 followed by the peer review in June 2007
