The Philippines’ Laguna Lake Development Authority (LLDA) exercises management and control over the Laguna de Bay region, one of the country’s most important natural resource bases. Together with its 380,000-hectare watershed, Laguna Lake is the focal point of national development efforts in agriculture, fishery, water supply, energy, and regional development because of its strategic location, economic and environmental significance, and vast development potentials arising from its multiple uses.
As a member of NARBO, LLDA participated in NARBO’s program on performance benchmarking and peer review process last April 2007. The program was pilot-tested in Indonesia’s Jasa Tirta II Public Corporation in November 2006. The Mahaweli Authority of Sri Lanka underwent the same exercise in December 2006.
The NARBO peer reviews are conducted by Certified NARBO Peer Reviewers—senior management officials from 8 river basin organizations in Asia who underwent training on the use of NARBO’s performance benchmarking tool in November 2006.NARBO Certified Peer Reviewers from Jasa Tirta II Public Corporation in Indonesia, Mahaweli Authority of Sri Lanka, Ping River Basin Committee in Thailand, and the Red River Basin Organization in Viet Nam worked for four days to assess LLDA’s performance using NARBO’s benchmarking tool. The workshop, managed by the International Water Management Institute (IWMI), yielded the following results.

Review Team’s draft report is expected to be circulated in May 2007 for comments by IWMI, ADB, and NARBO Secretariat. The final report will be submitted to the LLDA top management and Board for consideration.
The self-assessment of the Red River Basin Organization (RRBO) is scheduled in June 2007 in Hanoi.
