The Hashimoto Action Plan announced by the United Nations Secretary General's Advisory Board on Water and Sanitation (UNSGAB) in early 2006 called for breakthroughs in 6 key areas: water operators partnerships, financing, sanitation, monitoring and reports, IWRM, and water disaster.
Responding to this call, the Asian Development Bank (ADB) and the Global Water Partnership (GWP) entered into an agreement to fast-track developments in the Asia-Pacific's water sector. One of the agreed core areas of their cooperation is the Water Operators Partnership (WOP) Program.
The WOP program aims to organize twinning arrangements between water utilities to develop specific technical or managerial capacity. These twinning arrangements between stronger and weaker operators will enable WOP to introduce management and institutional reforms needed to improve operations and financial viability.
The WOP program will also help organize water utilities networks to facilitate knowledge exchange. The networks, which will use insights from the South East Asian Water Utilities Network experience, will initially be established in South and Central Asia.
