How is ADB going to implement the water policy?We will be more proactive in consulting with our member countries about water policy, institutional, and legal reforms that will form the basis for a new generation of water projects. We would like to see a national water policy and action agenda in each country, so that we can prioritize our operations. All new water projects will need to take into account water availability and conservation, in a river basin or regional context. We will focus more on the specific water needs of poor people, and we will promote the participation of nongovernment stakeholders at all levels. To optimize the impact of our investments, we will look for opportunities to forge partnerships at project, river basin, national, and regional level. How much will it cost to implement this policy?There is no question that more investment is needed to meet the needs of the poor for better water services, and for protection against floods and droughts. Governments will also need to reallocate resources to create strong regulatory systems for water resource management. However, the paramount issue for countries and ADB is how much will it cost to change mindsets towards a more integrated approach to water, and to adopt more consultative and participatory approaches in water planning and management.
