ADB Water Financing Working Group


Background

The World Panel on Water Infrastructure Financing was created with one central responsibility-to answer the question: How do we find the financial resources needed to meet the Millennium Development Goals (MDGs) for water and sanitation? Constituted in late 2001, the Panel was chaired by Mr. Michel Camdessus, Honorary Governor of the Bank of France and former head of the International Monetary Fund, and consisted of highly experienced and reputable financiers and experts. ADB was invited to be a member of this Panel.

The Panel presented its recommendations during the 3rd World Water Forum in Kyoto, Japan in March 2003. Continuing its commitment to this process, ADB established an interdepartmental working group (WG) to pursue the Panel's recommendations.

Objectives

The WG's tasks included the following:

  • Undertake a detailed review of the Report of the World Panel on Financing Water Infrastructure, in consultation with ADB staff and development partners
  • Develop ADB's position and follow-up actions vis-à-vis the Panel's recommendations, and report these in statements that can be shared with clients, development partners and stakeholders
  • Make recommendations to ADB management on ways to further promote water financing in support of ADB's Water Policy and the MDGs
