President Nakao on 9 September highlighted the need for innovative approaches to Asia's increasingly complex development challenges in remarks at the Innovation and Learning in a Changing Asia forum in ADB headquarters, marking 10 years of independent evaluation at ADB. The President was joined at the opening session by Sanjay Pradhan, World Bank Group Vice President for Leadership, Learning and Innovation; and Alexia Latortue, US Department of Treasury Deputy Assistant Secretary, International Development Policy.

President Nakao on 5 September met with Bhutan Prime Minister Tshering Tobgay in ADB headquarters and discussed the country's development challenges and ADB operations. The President and Bhutan Finance Minister and ADB Governor Namgay Dorji signed a $31.4 million loan and a $19 million grant agreement for the SASEC Road Connectivity Project. The President and Asian Development Bank Institute (ADBI) Dean Naoyuki Yoshino shared their views on the economic situation and prospects in Asia with prominent journalists in Japan on 29 August at ADBI. Discussions focused on business financing and the monetary, foreign exchange, and foreign direct investment policies of some Asian countries.

The President met with India Prime Minister Narendra Modi on 27 August to commit to partner with the government to reignite growth and reduce poverty. President Nakao met with India's Finance Minister and ADB Governor Arun Jaitley in New Delhi on 26 August at the start of a two-day visit to India. The President assured the minister of ADB's continued support in accelerating infrastructure development, boosting manufacturing, improving the skills of young people, promoting regional cooperation, and bolstering private sector activities.

On 12 August President Nakao met Mindanao Development Authority officials led by Secretary Lualhati Antonino, to discuss ADB development support for the region. Accompanied by Davao del Norte Governor Rodolfo del Rosario, President Nakao met farmers near Panabo, Davao del Norte. While in Panabo, he visited a farm-to-market road and a potable water system funded by ADB and the Japan Fund for Poverty Reduction. He visited other projects supported by ADB, including a transport terminal in Davao City and Davao International Airport.

President Nakao meets Swedish officials, joins meeting of Global Commission on the Economy and Climate

The President thanked Sweden for its contribution to ADB in a meeting on 27 June in Stockholm with Ministry of Foreign Affairs Director General for Trade Eva Walder and SIDA Director General Charlotte Petri Gornitzka. President Nakao explained the proposed Asian Development Fund-Ordinary Capital Resources merger and discussed the Strategy 2020 midterm review findings. On 26-27 June, the President participated in a meeting of the Global Commission on the Economy and Climate, hosted by the Swedish Ministry of the Environment to discuss a forthcoming report on the New Climate Economy. He highlighted the need for infrastructure investment, private sector mobilization, poverty reduction, and climate change adaptation. The Commission is chaired by former Mexican President Felipe Calderón, and includes World Bank Managing Director Sri Mulyani Indrawati, UNDP Administrator Helen Clark, and London School of Economics Professor Nick Stern.

President Nakao, Japan Environment Minister announce establishment of Japan Fund for Joint Crediting Mechanism

The President and Japan Minister of Environment Nobuteru Ishihara on 25 June announced the establishment of the Japan Fund for Joint Crediting Mechanism as an ADB trust fund with a grant of about $18 million from the Government of Japan. The fund will support the adoption of advanced low-carbon technologies in ADB projects. They also signed a letter of intent for cooperation on environmental issues.

President Nakao visited the Colombo port, tea factory at Pussellawa Plantations, and the Habarana Maha Vidyalaya, projects supported under the Colombo Port Expansion Project, Plantation Reform Project and Education for Knowledge Society Project respectively on 18-19 June. He also visited the Dambulla-Galkulama road, a 47.5 km section of the A9 highway, the main link to the northern part of the country, supported under the Northern Road Connectivity Project.

The President visited ADB-assisted projects including the Bangabandu Bridge (formerly called Jamuna Bridge) and its railway link, connecting the country's eastern and western sections; a gas-fired power plant, and a school in Sirajganj on 16 June at the close of his 2-day visit to Bangladesh. While traveling by train to project sites, President Nakao witnessed ongoing work on the Tongi-Bhairab Bazar Double Line Project under the ADB-assisted Railway Sector Investment Program.

The President on 22 May joined a dialogue session with former ASEAN Secretary General Surin Pitsuwan to discuss Asia's prospects and challenges at Future of Asia, a high-profile annual international conference organized by Nikkei in Tokyo. President Nakao shared his views on the importance of regional cooperation and integration for the region's trade and economy, and the crucial role of ASEAN. The 2-day conference, celebrating 20 years of holdings, attracted a large number of audience, including from the business sector.

The President delivered the keynote address at the Second Asia Think Tank Summit, organized by ADB Institute and the University of Pennsylvania on 21 May in Tokyo. President Nakao highlighted the important role think tanks play in advancing Asia's economic cooperation and integration. Separately, the President presented the Asian economy and ADB's role at the top executive seminar of the Japan Productivity Center. ADB, Azerbaijan sign $45 million loan for road rehabilitation project

ADB President Takehiko Nakao and Azerbaijan Finance Minister and ADB Governor Samir Sharifov signed a $45 million loan agreement for road rehabilitation in the central Asian country. The loan will finance a project that will reconstruct four 2-lane bridges and rehabilitate 30 kilometers of local roads in Azerbaijan's Gazakh region. The project will cover part of the country's primary east–west highway linking the capital Baku with the Georgian border. The project will help reduce transport cost and travel time, make price of goods more competitive, and eventually generate more trade. The loan was signed on 5 May during the 47th Annual Meeting in Astana, Kazakhstan.

In his opening address to the Board of Governors' meeting on 4 May, President Nakao said that, while the Asia and Pacific region is growing and more countries are reaching middle-income status, poverty remains the region's biggest challenge. He stressed that ADB must become more innovative in its financial resources, business processes, and human resource management to effectively serve the changing needs of DMCs. Guest of honor Kazakhstan President Nursultan Nazarbayev also addressed the meeting. CNBC Debate hosted at Annual Meeting

President Nakao was a panelist on 2 May in the CNBC Debate on Asia's Economic Outlook, noting that while the region has strong macroeconomic policies and financial buffers, growth needs to be shared by all to make it sustainable. He stressed that fiscal policy and other tools should be used to address rising inequality. The debate, held for the first time at ADB's Annual Meeting, was organized in partnership with the Government of Kazakhstan, and will be aired in CNBC's Europe and Asia Pacific markets next week. Other panelists included Indonesia's Finance Minister and ADB Governor Muhamad Chatib Basri, UNESCAP Under-Secretary-General and Executive Secretary Shamshad Akhtar, and Standard & Poor's Chief Economist for Asia-Pacific Paul Gruenwald.

President Nakao meets Kazakhstan President, leads tree-planting ceremony ahead of 47th Annual Meeting

President Nakao met with Kazakhstan President Nursultan Nazarbayev on 30 April in Astana to discuss the ADB-Kazakhstan partnership. President Nakao and Kazakhstan's Economy and Budget Planning Minister and Chair of ADB's Board of Governors Erbolat Dossaev led a tree-planting ceremony at the Palace of Peace and Reconciliation. The ceremony marked the 20th anniversary of Kazakhstan's membership in ADB and the agreement to make the 47th Annual Meeting a sustainable event. The President registered and toured the Annual Meeting venue, the Palace of Independence. The President on 18 April in Tokyo attended a meeting of the Parliamentarians Network on the World Bank Japan. President Nakao shared with 20 parliamentarians his views on economic situations, progress of reforms, and ADB's roles in the Asia and Pacific region.

 

President Nakao addresses influential US think tanks

The President was the keynote speaker in discussions at the Center for Global Development and the Peterson Institute for International Economics in Washington, DC on 14 April; and at Harvard University's Asia Center and Center for International Development in Boston on 15 April. President Nakao underscored the wide-ranging opportunities and challenges in Asia, and discussed a strategy to keep ADB relevant in the region. President Nakao is meeting on 16 April with Jeffrey Sachs, Director, The Earth Institute, Columbia University in New York City.

 

President Nakao attends Heads of Multilateral Development Banks meeting, holds bilateral meetings with MDB heads, US senior officials in Washington, DC

The President emphasized the importance of MDB cooperation on leveraging private resources for financing infrastructure, and small and medium enterprises at the meeting of MDB heads on 13 April in Washington, DC. President Nakao also had bilateral meetings with the presidents of the regional development banks and US senior officials to discuss the mid-term review of Strategy 2020 and proposed ADB reforms.

 

President Nakao addresses forum by Japan Institute of International Affairs

The President spoke about the Asian Economy and ADB's Role at a forum hosted by JIIA, a leading think tank on foreign affairs in Japan, on 11 April in Tokyo. President Nakao discussed opportunities and challenges in Asia, including the middle-income trap and prospects of economic reforms in emerging countries in Asia. The forum was attended by about 100 participants from the government, academia, business, media, and embassies in Japan. The President and ADB Institute Dean Naoyuki Yoshino also joined an informal discussion at ADBI with selected senior journalists in Japan, sharing their respective views on the region's ongoing efforts for more inclusive growth.

The President on 5 April presented the economic outlook and policy challenges toward establishing the ASEAN Economic Community in his speech at the ASEAN Finance Ministers' Meeting in Nay Pyi Taw, Myanmar. Read the news release.

The President held discussions with United Nations Development Programme Administrator Helen Clark on 27 March in ADB Headquarters. Their meeting reaffirmed the ADB-UNDP partnership and further strengthened institutional linkages to achieve better development outcomes.

The President on 24 March met Premier Li Keqiang with a group of select delegates to the China Development Forum. Premier Li, President Nakao, and other delegates shared the view that it is important for the PRC to expeditiously implement the reforms. President Nakao offered at the CDF ADB's preparedness to provide strong support for the reforms in recognition of the PRC's new development challenges such as growing inequality and environmental degradation. President Nakao addresses China Development Forum

ADB President Takehiko Nakao emphasized the importance of public finance reform for the PRC's sustainable and inclusive development in a speech on 23 March at the China Development Forum in Beijing. The 2-day forum is the country's premier annual event that gathers renowned economists and corporate leaders to discuss the PRC economy. Over 800 senior PRC government officials, international experts, and academics attended this year's forum.

 

President Nakao visits Yunnan Province in the People's Republic of China

President Nakao, accompanied by Zhongjing Wang, Executive Director of ADB's Resident Mission in the People's Republic of China (PRC), and Ayumi Konishi, Director General of ADB's East Asia Department, visited Yunnan Province, PRC, on 20-22 March. President Nakao met with Yunnan Governor Li Jiheng to discuss the province's development challenges and potentials, including the importance of regional cooperation. The President also visited two poor villages in Northern Yunnan and three ADB-financed projects. Yunnan has the highest number of poor counties in the PRC and is also the second largest recipient of ADB assistance. Read the news release.

 

ADB, Philippines reaffirm partnership

President Nakao on 12 March confirmed ADB's commitment to the social and economic progress of the Philippines and the entire Asia and Pacific region in his remarks at a reception in ADB headquarters. Philippine President Benigno S. Aquino III, guest of honor, thanked ADB for its partnership and continuing support in eradicating poverty and promoting growth. President Aquino cited ADB's assistance to build back better in areas affected by Typhoon Yolanda and other projects. Finance Secretary and ADB Governor Cesar Purisima, and Bangko Sentral ng Pilipinas Governor and ADB Alternate Governor Amando Tetangco, Jr. were among 300 guests, including diplomats, government officials, academics, business and civil society leaders, and development partners.

 

President Nakao visits Afghanistan

The President, accompanied by ADB's Central and West Asia Department Director General Klaus Gerhaeusser, met Afghanistan's First Vice President Mohammad Qasim Fahim in Kabul on 5 March. They discussed development challenges and ADB's current and future programs in the country. President Nakao also met Afghanistan's Minister of Finance and ADB Governor Omar Zakhilwal, as well as current and potential contributors to the Afghanistan Infrastructure Trust Fund. The President emphasized the importance of the fund in the development of Afghanistan's infrastructure.

President Nakao joins B20/G20 high-level events, meets Australia Treasurer

The President participated in the G20: A High-Level Public-Private Sector Conference and B20/G20 Roundtable on Infrastructure Financing, held on 21 February in Sydney. President Nakao also held a bilateral meeting with Australia Treasurer and ADB Governor Joe Hockey, and agreed to enhance partnership between Australia and ADB. He also met Shamshad Akhtar, Executive Secretary of ESCAP.

 

President Nakao meets Republic of Korea's Deputy PM, addresses seminar on strengthening economic cooperation in Asia

The President on 18 February in Seoul met with Deputy Prime Minister Oh-Seok Hyun, who is also Minister of Strategy and Finance and ADB Governor for the Republic of Korea. They discussed the world economy and the country's economic strategy for innovation and growth. They also discussed how to enhance partnership between Korea and ADB including cofinancing and knowledge work. President Nakao also spoke at an ADBI-Korea Institute for International Economic Policy seminar, stressing the need to further strengthen economic cooperation and integration within Asia and with other regions of the world. He also gave a lecture on the Future of Asia: Challenges and Opportunities at the Seoul National University.

 

President Nakao visits Yolanda-affected areas, opens extended mission

The President on 11 February visited areas affected by Typhoon Yolanda in and around Tacloban city, Leyte province. He met with national and local government officials, visited a primary school in Tanauan town, and surveyed early recovery efforts south of Tacloban. President Nakao also opened ADB's Extended Mission to Yolanda-Affected Areas, in the presence of senior national and local government officials and ADB staff. Read the news release.

 

President Nakao at 14th DSDS: Coordination vital for Asia's water, food, energy security

The President in a keynote address at the 14th Delhi Sustainable Development Summit on 6 February noted it is critical that Asia's precious but increasingly scarce water resources are managed in a coordinated way to ensure the region has not only sufficient water but also enough food and energy to meet its needs. He said coordination across sectors and river basins, combined with appropriate pricing, is key to resolving competition between food and energy. Read news release.

 

President Nakao visits disaster-affected areas in Uttarakhand, India

The President on 5 February visited the State of Uttarakhand, India, ravaged by floods and landslides in June 2013. ADB is providing $200 million for emergency rehabilitation work. Mr. Nakao also met with Uttarakhand Chief Minister Harish Rawat and expressed his deep condolences for the unprecedented loss of life and property from the disaster. President Nakao further assured the state government of ADB's continued support to the development of infrastructure in the hill state.

The President on his first visit to Bhutan met with Prime Minister Tobgay Tshering, Finance Minister and ADB Governor Lyonpo Namgay Dorji, and other officials on in Thimphu. President Nakao reaffirmed ADB's commitment to help address the country's development challenges. He also inaugurated ADB's Bhutan Resident Mission, launched a Bhutan-ADB partnership publication, and met with local media.

 

President Nakao meets Japanese Prime Minister, speaks on development finance at Davos

The President on 22 January joined a select group of leaders at a meeting with Japanese Prime Minister Shinzo Abe at the World Economic Forum, held in Davos, Switzerland on 22-25 January. Speaking at a panel session, President Nakao discussed how ADB is enhancing its development financing model to promote innovation and inclusive growth. He held several bilateral meetings and joined an informal meeting between MDB heads and the Swiss governor. The President also participated in various sessions with public and private sector leaders to discuss global issues including on the ASEAN Economic Community.

During a 3-day visit to Viet Nam from 14 to 16 January, President Nakao met with Prime Minister Nguyen Tan Dung to discuss development challenges ahead and reaffirm ADB's support for Viet Nam's continued inclusive growth and development. Mr. Nakao also met Deputy Prime Minister Vu Van Ninh, Viet Nam State Bank and ADB Governor Nguyen Van Binh, and other ministers responsible for Planning and Investment, Finance, and Transport. President Nakao held a public lecture for more than 200 students and researchers at the Foreign Trade University on the themes of innovation through competition, inclusiveness through improved infrastructure, and integration through regional cooperation.

The President in a plenary session opening speech in Hong Kong, China on 13 January said he is positive about Asia's economic prospects, but urged the region to continue to pursue structural reforms to support inclusive growth. President Nakao assures PRC Vice Premier of support for reforms, environment, and poverty reduction

The President in a 3-day visit to the PRC on 7-9 January met with PRC Vice Premier Zhang Gaoli, Finance Minister and ADB Governor Lou Jiwei, and Vice Finance Minister and ADB Alternate Governor Shi Yaobin to discuss the country's reform agenda and areas where ADB can provide support. The President on 9 December met with Kandeh Yumkella, UN Secretary General's Special Representative and Chief Executive of Sustainable Energy for All Initiative, to discuss the global initiative's efforts toward attaining universal energy access, increased deployment of clean energy solutions, and ADB's role in the initiative for the Asia and Pacific region. The President on 27 November had a telephone conference with Sri Mulyani Indrawati, Chief Operating Officer and Managing Director of the World Bank. They discussed the widespread loss caused by Typhoon Yolanda and agreed on the importance of further collaboration and coordination among development partners, including ADB and the World Bank.

 

President Nakao meets President of Uzbekistan and ADB Governor

President Nakao met with President of Uzbekistan Islam Karimov and First Deputy Prime Minister, Minister of Finance, and ADB Governor Rustam Azimov on 21 November and discussed further deepening of partnership between ADB and Uzbekistan. President Nakao meets Philippine President Aquino on typhoon assistance

President Nakao on 15 November met with President Benigno Simeon C. Aquino III in Malacañang Palace to extend ADB's full support to the Government and affected communities, and offer condolences in the aftermath of Typhoon Yolanda. The President also conveyed the Board's support and condolences to President Aquino. President Nakao announced last week that ADB will provide $23 million in grants to the Philippines to address immediate needs, and a $500 million emergency loan to help reconstruct communities devastated by the typhoon.

President Nakao announced on 13 November that ADB will provide $23 million in grants to the Philippines to address immediate needs, and stands ready to provide a $500 million emergency loan to help reconstruct communities devastated by Typhoon Yolanda. Speaking at a press conference in ADB Headquarters President expressed condolences to the Filipino people. He said of the $23 million grant, $3 million will come from ADB's emergency assistance facility, the Asia Pacific Disaster Response Fund, and $20 million from the Japan Fund for Poverty Reduction. ADB is also exploring other ways to mobilize resources, including the establishment of an ADB-administered multi-donor trust fund. ADB has formed the Typhoon Yolanda Response Team, comprising 40 senior staff with experience in post-disaster situations, to coordinate efforts with the government and development partners. ADB and IDB presidents meet, launch publication

President Nakao on 7 November met with Inter-American Development Bank President Luis Alberto Moreno in Tokyo to discuss how both regional banks can help strengthen growth prospects for middle-income economies in Asian and Latin American countries. ADB President Takehiko Nakao on 4 November gave opening remarks at ADB's first conference on Islamic finance held at ADB's headquarters in Manila. The President gave welcome remarks and chaired one session on Kazakhstan at the Global Meeting of the Emerging Markets Forum held on 13-15 October in Virginia. He underlined the opportunity for emerging markets to play a driving role in the global economy, and the need for innovation, inclusion, and integration to sustain long-term development and avoid the middle-income trap. President Nakao attends Heads of MDBs Meeting, meets with East Asia finance ministers and USAID Administrator in Washington, DC

The President on 13 October joined MDB heads at the Heads of MDBs Fall Meeting 2013 to discuss the global and regional economic outlook, G20 process and MDBs, and post-2015 development agenda. President Nakao also shared his views on global economic development and common challenges for the Asia and Pacific region at the Third Informal East Asia Summit Finance Ministers' Meeting on 12 October at the IMF, joining finance ministers and representatives from Asian countries, US, and Russia. On 13 October, the President met with USAID Administrator Rajiv Shah to thank the agency for its contribution to the Afghanistan Infrastructure Trust Fund.

 

ADB and OECD to strengthen cooperation

President Nakao and Secretary-General Angel Gurria of the Organisation for Economic Co-operation and Development signed a memorandum of understanding on 11 October in Washington, DC. The President on 19 September met with World Bank's Chief Operating Officer and Managing Director Sri Mulyani Indrawati to exchange views on the institutions' operations and challenges during the APEC Finance Ministers' Retreat in Bali. The President on 17 July 2013 in Tokyo discussed the recent social and economic developments in Asia and the Pacific and ADB's role, in his first press conference at the JNPC joined by over 70 journalists from leading newspapers. President Nakao visits ADB operations in Mongolia

After exchanging views with Mongolia Resident Mission staff on the country's development priorities, the President together with Mayor Bat-Uul opened a new ADB-financed road in Ulaanbaatar's ger (tent) district on 15 July. He also visited a severely polluted section of the Tuul River with Minister of Environment and Green Development S. Oyun, and the Health Sciences University with Vice Minister of Health Amarsanaa. Sri Lanka Alternate Governor visits ADB, signs loan to improve water and wastewater management

President Nakao on 28 June 2013 met with Sri Lanka's Secretary to the Treasury, Ministry of Finance and Planning and ADB Alternate Governor PB Jayasundera, who led a delegation to discuss ADB's support to Sri Lanka and the country's current economic development. Both parties signed a loan agreement for $84 million for the Greater Colombo Water and Wastewater Management Improvement Investment Program in Sri Lanka, the first of a $300 million Multitranche Financing Facility to improve urban environment and quality of life for Greater Colombo residents. Swiss State Secretary visits ADB

Swiss State Secretary and Director of the State Secretariat for Economic Affairs Ineichen-Fleisch met with President Nakao on 28 June 2013. In another meeting, she discussed progress of the regional integration and cooperation in Asia and the Pacific with ADB's Iwan Azis. She also visited an ADB project in Tondo, Manila implemented by SPM International, a Swiss NGO.

 

President Nakao reaffirms ADB's partnership with Australia

ADB's strong partnership with Australia was reinforced during the President's high-level talks with AusAID Director General Peter Baxter and other senior parliamentarians, during a visit to Canberra and Sydney on 27-28 June 2013. The President, in his speech at the annual meeting of Conference of Presidents of Law Associations in Asia, emphasized the need to develop, enforce, and advance the rule of law; and provide access to justice for better governance in the region. The President discussed prospects and challenges of Asia at the Nikkei 19th International Conference on the Future of Asia, held on 24 May 2013 in Tokyo. In an open dialogue session with former Malaysian Prime Minister Mahathir bin Mohamad, President Nakao shared his views on potential risks to Asia's long-term prosperity and measures to overcome them. President Nakao meets Prime Minister of Thailand

On 19 May, President Nakao met with Thailand Prime Minister Yingluck Shinawatra to discuss cooperation between ADB and Thailand, during the 2nd Asia-Pacific Water Summit in Chiang Mai. The meeting marked the President's first official visit to a developing member country since the Annual Meeting in Delhi.
