Guidelines for Media
The Asian Development Bank (ADB) will be guided by special security arrangements needed for media, as agreed with the Government of India.
A. Access to Official Events
International and local media are invited to attend and cover the following official events: Opening Session; Business Sessions; all seminars organized and coordinated by ADB; Country Presentations; ADB Press Conferences; Media Briefings by ADB’s Managing Director General and other ADB-organized press briefings; and Media Reception.
B. Media Center
A fully-equipped Media Center will be set up on Hall 1, Ground Floor of the India Expo Centre and Mart (IECM), Greater Noida, Uttar Pradesh, about 50 km from the national capital Delhi, India from Thursday, 2 May to Sunday, 5 May 2013.
Staffed by members of ADB's Department of External Relations, the Media Center will have desk space for about 100 journalists and limited booths for news agencies which will be available on a first-come, first-served basis. The Media Center will be open daily from 7:30 a.m. to 9:00 p.m. on 2-5 May. Daily schedules of key events will be posted on the bulletin board at the Media Center and on ADB’s website (ADB.org).
C. ADB Media Team
The ADB Media Team is led by Mr. Jason Rush, Head, Media and Strategic Communications, Department of External Relations, who will coordinate all media activities and assist media in their coverage of the Annual Meeting. Mr. Rush and his team will be based at the Media Center.
All registered media with Annual Meeting badges will be allowed access to all official events, which will be held at several designated venues.
Media will not be allowed access to offices of ADB Management, unless accompanied by authorized ADB Media Team staff for pre-arranged appointments and interviews.
Guidelines for Conducting Interviews
E. Ad hoc Interviews
Media should not conduct interviews along corridors or in public access areas.
F. Interviews with ADB Management and ADB Senior Staff
The ADB Media Team is ready and willing to accommodate inquiries from the media. Please contact ADB’s Media Team to arrange interviews with ADB Management or Senior Staff.
G. Interview Arrangements with Non-ADB staff
Members of the media may approach non-ADB delegates directly to arrange for interviews.
H. Opening Ceremony on Saturday, 4 May, 11:00 a.m.
A seating area for media has been designated at Hall 5, Ground Floor, IECM, where the official proceedings will be held. In addition, the ceremony will be webcast live to the Media Center. Media will not be allowed to interview the VIP party during the Opening Ceremony. Media will not be permitted onstage at any time.
For electronic news gathering crew (TV cameras) and photographers, a fixed platform will be set up where they should remain throughout the ceremony. This platform will be available on a first-come, first-served basis. Media, especially those with cameras and other equipment, are advised to come to the venue as early as possible to allow enough time for security clearances. Those attending should be at Hall 5 by 9:30 a.m., as the doors will be closed once the hall is full.
I. ADB’s Opening and Closing Press Conferences
ADB’s Opening Press Conference will be held on Thursday, 2 May, 11:30 a.m.-12:30 p.m. at Banquet Hall B, 2nd Floor, IECM.
ADB’s Closing Press Conference will be held on Sunday, 5 May, 2:00-3:00 p.m. at Banquet Hall B, 2nd Floor, IECM.
J. Media Reception
A Media Reception will be held on 2 May, 6:00-8:00 p.m. at the Media Center, Hall 1, Ground Floor, IECM.
K. Seminars
The media will have a designated area in each of the seminar rooms that will provide a good view of proceedings. As seats are limited, they will be on a first-come, first-served basis. Questions from the media will be entertained only during the question-and-answer session at the end of the seminar. Photographers are allowed to take pictures during the seminar, but they should keep a distance of several meters from the speakers and should not block the view of seminar participants.
L. Business Sessions
Photographers and TV camerapersons will be confined to the designated fixed platforms in rooms where the business sessions will be held.
