Official events: The Opening Session will take place on 4 May and the Business Sessions will take place on 4 and 5 May 2015. These events are open to all participants.

Accompanying Persons Program (APP): The details of the program, including sightseeing in Baku and its environs, will be posted when available.

Networking events: Information about the official networking events will be available through the Event Calendar.

Registered participants do not need invitations to events that are open to all participants.


Check-in and check-out times: Check-in is normally 2:00 pm. Participants arriving in the early morning may wish to book for the night before arrival. Check-out is normally 12:00 noon.

Hotel accommodation:


To enter Azerbaijan you must have medical insurance.

Local Transport

Airport transfer: The host country will provide shuttle services from airport to hotels. However, participants may also book their own transfer directly from the hotel.

Shuttles: There will be buses and vans between the venue of the Annual Meeting and the official hotels for the Annual Meeting.

Air Travel

Flights to Baku: The main gateways to Baku include Beijing, Doha (via Qatar Airways - discounted fares for all participants), Dubai (Emirates Airline) and Istanbul (via Turkish Airlines). There are number of direct flights from Europe, including Frankfurt, London, Milan, Paris, Rome and Vienna.

Visa Information for ADB Annual Meeting Participants

Mutual visa-free regime is applied between the Republic of Azerbaijan and countries in this  list.

If visa is required, participants are requested to comply with the following:

NOTE: The Azerbaijan Government will issue single-entry visas only.

I. Participants may obtain visa upon arrival at the Baku Heydar Aliyev International Airport.

A. Prior to arrival at the airport, participants should request a visa letter from State Migration Service of the Republic of Azerbaijan by sending the following to the Host Country Secretariat at

  1. Scanned copy of the participant’s passport (valid for 6 months beyond visit to Azerbaijan, with at least one blank visa page available for Azerbaijani visa stamp),or stateless person’s identification card (whichever is applicable)
  2. Confirmation letter issued by ADB upon completion of the participant’s online registration to the Annual Meeting.

The State Migration Service may request other required information from the participant by e-mail. The State Migration Service will process the request within 5 days upon receipt of the request.

The required State Migration Service letter will be provided via return e-mail to the participant.

B. Upon arrival at the airport, participant should present the following to the Immigration desks:

  1. Duly accomplished  application form;
  2. Two (2) recent 3x4cm photographs, in color, front view with a plain white background;
  3. Original, signed passport valid for 6 months beyond visit to Azerbaijan, with at least on blank visa page available for Azerbaijani visa stamp; or stateless person's identification card (whichever is applicable);
  4. 2 copies of confirmation letter issued by ADB upon completion of the participant’s online registration to the Annual Meeting;
  5. Receipt of state fee for granting visa (receipts will be issued upon payment at designated payment booths at the airport); and
  6. Visa letter from the State Migration Service.

II. Participants residing in a country that has an  Azerbaijan Embassy/Consulate has the option to obtain a visa from the Embassy/Consulate.

To apply for visa from the Embassy/Consulate, the participant must bring the following to the Embassy/Consulate:

  1. Original, signed passport valid for 6 months beyond visit to Azerbaijan, with at least on blank visa page available for Azerbaijani visa stamp; or stateless person's identification card (whichever is applicable);
  2. Two (2) recent 3x4 cm. photographs, in color, front view with a plain white background;
  3. Confirmation letter issued by ADB upon completion of the participant's online registration to the Annual Meeting; and
  4. Required  visa fee.

About Baku

Attire: Business attire or national dress is preferred for the Annual Meeting, appropriate to the weather.

Business and shopping hours: Baku banks are open on the working days from 9:00 to 18:00. On Saturdays and Sundays they do not work. Customer servicing is from 10-00 to 16-00, break is usually from 13:00 to 14:00.

Large department stores usually open at 9:00 and work until 21:00 or 22:00. Shops selling clothes, shoes and industrial goods open from 9:00 to 21:00.

Post office opens from 9:00 till 18:00. The Head Post Office works during the whole day without holidays.

Climate: Baku is situated on the Absheron peninsular and has the climate of subtropics with hot sunny summer and short mild winter. Being located in the same latitude with Greece and Italy, Absheron is distinguished with a high average annual temperature and not much rainfall. The average annual temperature in Baku is around 14.2°C. The average temperature in July is +26°C, in January is +3°C and in May is +18.5°C.

Currency exchange and banking: Azerbaijan’s national currency is manat (AZN), equal to 100 gapiks. Foreign currency and travellers cheques can be exchanged for Azerbaijan manats in all banks. Currency exchange can be made at all official exchange points that you can find everywhere. It is necessary to keep a receipt of exchange until departure from the country. The exchange rate is set by the National Bank of Azerbaijan. It is not recommended to exchange money with the locals in the railway stations.

The most commonly used credit cards in Azerbaijan are Visa, MasterCard, and American Express. However, credit cards are not accepted everywhere.

Electric current: Voltage of the alternating current comprises 220 V with 50 Hz frequency.

Languages: Azeri is the nation’s official language; it is a Turkic language. Despite Azeri being the only official language now, it is still possible to converse easily in Azerbaijan if you speak Russian. English is less common in much of the country; some people in Baku speak it, but not all, while out of the main cities it is rarely used.

Meals: Many international cuisines can be found in restaurants around Baku. Traditional Azeri cuisine is very much influenced by the country’s geographical position. It makes excellent  use of the bountiful home-grown vegetables and fruits that are produced in Azerbaijan as well as herbs and spices.

Smoking Restriction: Smoking is not allowed in public places, such as airports, hospitals, shopping centres, cinemas and some restaurants. However, most restaurants offer designated smoking areas for smokers.

Tipping: Tipping is not a hard and fast  practice in Azerbaijan. If you want to leave a tip for a waiter in a restaurant, somewhere between 5% and 10% of the bill is a good range, but it’s not obligatory. Tipping taxi driver is not necessary, as you should agree a fee before you set off to your destination.

* In accordance with the agreement between the Republic of Azerbaijan and the Republic of Turkey, citizens of Turkey holding ordinary passport can obtain a visa:

  • in the diplomatic representatives and consulates of the Republic of Azerbaijan - without paying state fees;
  • in the visa divisions of the Ministry of Foreign Affairs of the Republic of Azerbaijan operated in the international airports - costs 10 USD.

Citizens of Japan holding ordinary passport can obtain a visa without paying state fees.

Citizens of Pakistan Islam Republic holding ordinary passport can obtain a visa without paying state fees for the validity of 15 days.
