Multilateral Guarantees: A Practical Approach

Against a backdrop of shifting market conditions in Asia and the Pacific for borrowers and investors, the seminar will focus on the impediments in foreign direct investment flows and the promotion of access to capital markets. The seminar will provide an analysis of the multilateral guarantee programs, which can address these broader issues and play a catalytic role in promoting infrastructure, financial intermediaries, capital markets, and trade finance.

The borrowing and hedging needs of infrastructure projects, small and medium enterprises, and the housing sector will also be covered. An overview will be presented on emerging trends in risk management, development of innovative financing instruments, and cofinancing strategies for emerging market borrowers. Keynote speakers will discuss the following:

  • The role that multilateral guarantee instruments could play in facilitating access to international capital markets, developing local capital markets, and mitigating key risks for private investment.
  • The new Capital Accord of the Basel Committee on Banking Supervision, with specific reference to project finance, "B" loans, and risk mitigation techniques.
  • Developments required to improve the investment climate and to mitigate perceived high risks in infrastructure, where private investors are hesitant to make a continued commitment for fear of government intervention/breach of contract obligation by the host country.
