ADB's Work in Azerbaijan

ADB is one of Azerbaijan’s key sources of official development assistance. Current ADB operations are being implemented under the country partnership strategy, 2019–2023, which aims to boost private sector development, raise public sector efficiency, improve infrastructure, and strengthen human capital. The strategy is closely aligned with the Government of Azerbaijan’s strategic road maps for the national economy and main economic sectors. A new country partnership strategy for 2024–2028 is expected to be implemented by 2024.

Forecasts are based on ADB's flagship publication, the Asian Development Outlook. Updated four times a year, it analyzes economic and development issues in developing countries in Asia and the Pacific.

Development indicators for Azerbaijan, including a selection of economic, environmental, and social indicators used globally to track progress toward the Sustainable Development Goals.

Results achieved are aggregate amounts of outputs and outcomes from operations reported in project completion reports and extended annual review reports circulated for the year.

Cofinancing operations enable ADB’s financing partners, governments or their agencies, multilateral financing institutions, and commercial organizations to participate in financing ADB projects.

The Azerbaijan Resident Mission (AZRM) was opened in 2004. Located in Baku, Azerbaijan, AZRM's responsibilities include:

  • Country reporting
  • Country strategy and program formulation
  • Coordination ADB's activities with the government, donors, NGOs, academic institutions, private sector, and other members of civil society
  • Financial and administrative activities, project administration support, economic and sector work, and programming support
  • External relations and information dissemination
  • Portfolio management and annual/quarterly portfolio reviews
