Invitation for Supplementary Prequalification

Loan No. 2050-IND: Chhattisgarh State Roads Sector Development Project
1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Chhattisgarh State Roads Sector Development Project (CGSRSDP).
2. The Public Works Department (PWD), Government of Chhattisgarh (hereinafter referred to as the "Employer") intends (i) to provide an opportunity to the contractors already prequalified under CGSRSDP in August 2005 for various thresholds of contract-size categories of $5 million, $7.5 million, $10 million, $12.5 million, $15 million, $20 million, $25 million and $30 million or in equivalent in Indian currency to update their capacity and possibly move to higher thresholds, and (ii) to invite new applicants to apply for pre- qualification for Phase II contracts for various thresholds of contract-size categories mentioned at (i) above. The contractors qualified earlier should respond to this invitation by submitting full application, only if they wish to update their data/capacity.
3. The following candidate subprojects have already been identified and upon selection, are proposed to be included in the Phase II of the Project. Additional candidate subprojects may also be identified and selected. Contract packages for which bids may be invited may include either the complete section or parts of the sections under the subproject.

The work shall consist of rehabilitation and strengthening of the existing roads and cross drainages/bridgework. Some of the road section may require widening of the existing carriageway. All the contracts will be on item rate basis. The time for completion of rehabilitation works for each contract would generally be 24 months. It is expected that the contractor will be responsible for the maintenance of the respective road section after its rehabilitation under the project for a specified extended period.
4. It is expected that the Invitation for Bids for various contract packages under Phase II will be made in 1st Quarter of 2007. The status of prequalification of all the prequalified contractors will be further confirmed at the time of bidding based on updated information provided by applicants during bidding process.
Supplementary Prequalification is open to firms and voluntarily formed joint ventures from eligible member countries of the ADB. While a particular firm may be separately pre qualified in its sole capacity and also as part of Joint Venture, such a firm shall be allowed to submit only one bid either in its sole capacity or as a Joint Venture for the same contract package. In comparison of bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders in the bidding documents.
5. Interested eligible Applicants may obtain further information from Public Works Department, Government of Chhattisgarh and inspect the Supplementary Prequalification Document at the address given below 1030 hours (IST) to 1730 hours (IST), Monday through Friday.
6. The document for Supplementary Prequalification, in the English language, may be purchased by interested eligible Applicants with effect from 24 June 2006 on the submission of a written application clearly stating "Request for Supplementary Pre- qualification Documents for Chhattisgarh State Roads Sector Development Project" to the address below and upon payment of a non-refundable fee of Indian Rs.5000/- or in US$ 110. The method of payment will be crossed demand draft in favour of Executive Engineer P.W.D. Division No. III Raipur Chhattisgarh, payable at Raipur. The document will be sent by Speed-Post/airmail. The applicants who wish to receive the documents by courier, shall pay an additional sum of Rs. 1000/- or US $ 25 for delivery in India and Rs 1500/- or US $ 40 for overseas delivery. No liability will be accepted for loss or delayed delivery.
7. Applications, original and one copy, must be delivered in sealed envelop to the address below at or before 1700 hours (IST) on 5 August 2006; and must be clearly marked "Application for Supplementary Prequalification for Chhattisgarh State Roads Sector Development Project". The Employer reserves the right to accept or reject late applications.
8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
9. The Employer will notify all Applicants in writing of the names of those Applicants who have been pre-qualified.
