Loan No. 2166 and Grant No. 0005: Tsunami Emergency Assistance Project

India has received for a loan from the Asian Development Bank (ADB) toward the cost of the Tsunami Emergency Assistance Project. The loan and grant was approved 14 April 2005.

The Project is primarily designed to support efforts of the Government of Tamil Nadu (GOTN) and Government of Kerala (GOK), to enable people affected by the Asian Tsunami of 26 December 2004, to resume their normal lives by supporting to restore the livelihood and economic activity of people vulnerable to poverty, and rehabilitate and reconstruct damaged and destroyed public and community-based infrastructure in areas vulnerable to natural disasters. The rehabilitation and reconstruction will be carried out to a pre-tsunami level or a higher, cost-effective, environmentally sustainable standard with design incorporating features critical to disaster prevention. The Project also targets capacity building of the executing agency and various implementing agencies, which will lead to effective planning, improved awareness and inclusion of disaster resistance design of public infrastructure. Capacity measures will also improve transparency and efficiency.

Procurement will be carried out in accordance with ADB's Guidelines for Procurement and streamlined procedures for the Tsunami Assistance. All procurement contracts under all components will contain anticorruption provisions as specified by ADB. ICB procedures will be used to procure goods and related services estimated at more than $1,000,000. International shopping procedures will be followed for procurement of goods and related services estimated at between $100,000 and $1,000,000. For small, specialized equipment and materials contracts valued less than $100,000 direct procurement procedures acceptable to ADB will be followed. Civil works contracts over $10 million will be procured through ICB and those estimated to cost $10 million or less will be procured through LCB procedures acceptable to ADB.
