Proposed Uttaranchal Power Sector Investment Program

The Government of India has applied for a loan from the Asian Development Bank (ADB), through the use of the Multi-tranche Financing Facility (the Facility), and intends to partially fund its integrated generation and transmission expansion program.

ADB has approved advance action for recruiting consultants and procurement of equipment and materials.

The subset of the Investment Program to be funded by the Facility includes three parts: Part A - Clean Energy Development; Part B - Transmission System Expansion; and Part C - Capacity Building.

Part A - Clean Energy Development - includes new small hydropower plants, energy efficiency upgrades via renovation of existing hydropower plants, and construction of a hydro-meteorological monitoring system to support generating operations and long-term hydropower development planning.

Part B - Transmission System Expansion - includes construction of high-voltage lines and substations to evacuate power from new hydropower plants constructed by the state-owned generating utility and other developers.

Part C - Capacity Building - includes design and construction management, environmental and social safeguards implementation, long-term training and human resource development, and creation of a state-level power trading company.

Procurement
Equipment and materials to be financed under the loan will be procured in accordance with ADB's Guidelines for Procurement through international competitive bidding (ICB) and local competitive bidding (LCB). Procurement packages have been designed to maximize ICB opportunities. Advanced procurement action will be allowed to facilitate rapid implementation.

  1. New Small Hydropower Plant
    1. Madhyamaheshwar Hydropower Plant - power plant equipment and associated civil works, 33kV transmission system
    2. Kaliganga- Small Hydropower Plant - power plant equipment and associated civil works, 33kV transmission system
    3. Kaliganga-II Small Hydropower Plant - power plant and 33kV transmission system
    4. Kaldigad Small Hydropower Plant - power plant and 33kV transmission system
  2. Modernization & Upgradation
    1. Modernization and Upgradation of Pathri Power Station - power plant equipment and associated civil works
    2. Modernization and Upgradation of Mohammadpur Power Station - power plant equipment and associated civil works
  3. Hydrological Information System
    1. Hardware and software
    2. Consulting Services

Part B
  1. Bhagirathi Basin
    1. Transmission Line Packages -
      1. 400kV D/C Loharinagpala - Koteshwar and LILO at Pala; and
      2. 220kV D/C Roorkee 400kV - Roorkee 220kV
  2. Alaknanada Basin
    1. Transmission Line Packages -
      1. 440kV D/C Tapovan Vishnugad - Kuwaripass;
      2. 400kV D/C Kuwaripass-Srinagar;
      3. 400kV D/C Srinagar P/S-Srinagar S/S;
      4. 132kV D/C Lata Tapovan-Kuwaripass; and
      5. 400kV S/C Srinagar-Kashipur
    2. Substation Packages -
      1. New 400/132kV substation at Kuwaripass (including supply of transformer and associated equipment); and
      2. New 400/132kV substation at Srinagar (including supply of transformer and associated equipment) and 400kV bay extension of Kashipur S/S)

Through Local Competitive Bidding:

  1. New Small Hydropower Plant
    1. Kaliganga-II Small Hydropower Plant - Civil Works: Diversion weir, power channel, tunnel, power house building, etc.
    2. Kaldigad Small Hydropower Plant - Civil Works: Diversion weir, power channel, tunnel, power house building, etc.

Consulting Services

Consulting services are included in Part C and will cover four main activities:
  1. consulting services required for design and construction of transmission lines, substations, and clean energy investments,
  2. preparation of subproject appraisal reports for the candidate (non-core) subprojects,
  3. implementation of environmental and social safeguards issues,
  4. acquisition and installation of project-related information technology (IT, including hardware and software)

All consultants financed under the ADB loan will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements for recruitment of domestic consultants acceptable to ADB.
