Job Purpose:
Lead policies and strategies for sustainable transport development in developing member countries (DMCs). To identify, develop, implement and administer loans, technical assistance projects, non-lending products and services to support sustainable transport in developing member countries. Take part in preparing publications and other knowledge sharing activities on sustainable transport and its role in supporting inclusive growth and poverty reduction. Work within general policies, principles and goals, working directly with clients.
Expected Outcomes
a. Strategy and Planning
- Provide information and analyses towards the development of strategies for the transport sector in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
- Participate in ADB’s subregional activities regarding transport network development, establishment of road funding arrangements, traffic safety improvement, and cross-border agreement.
- Conduct economic and sector work such as the identification and analysis of transport sector development trends, economic analysis for regional and DMC specific sector studies and TA.
- Provide technical inputs for country programming and contribute to the development of Country Partnership Strategy (CPSs) and Country Operational Business Plans (COBPs)
- Participate in interdepartmental working groups on transport sector issues and in country teams
b. Project Management
- Manage loan and TA projects in the transport sector.
- Identify opportunities for ADB assistance projects in the transport sector in DMCs.
- Integrate ADB’s policies and guidelines in the design and implementation of transport sector projects.
- Provide advice to executing agencies on project preparation
- Undertake missions and other activities for the administration of sector and program loan and TA projects in the transport sector
c. Policy and Project Evaluation
- Undertake analysis of the transport sector and policies with a view of ensuring comparability to best practices and responsiveness to development needs of DMCs.
- Evaluate cost and benefits of projects as well as draw lessons for future projects.
- Evaluate the impacts of projects to ensure compliance with ADB’s environmental safeguards policies.
d. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences on the transport sector and other activities for advocacy, dissemination and knowledge building.
- Participate in sector and thematic networks around the transport sector and related issues to keep abreast of latest developments and issues
- Contribute to the division’s knowledge producing activities based on own desk work, outputs of TA projects, and lessons learned from lending operations
e. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
Educational Requirements:
- Master's Degree, or equivalent, in transport/civil engineering, transport economics and/or business or other related fields. University degree with specialized experience on transport sector in similar organization/s, may be considered in lieu of a Master’s degree.
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 10 years of relevant professional experience in the transport sector, including preparation and implementation of transport projects, in any of the following areas: (i) highways and rural roads; (ii) road asset management, road financing, and road user charges; (iii) road safety; (iv) railways development and strengthening of railway institutions; (v) urban transport, including road and rail based mass transit systems, non-motorized transport, and travel demand management; (vi) inland waterway transport and ports; (vii) multi-modal logistics and cross-border transport; (viii) energy efficient and low emission vehicles; (ix) intelligent transport systems; (x) private sector participation in transport including public-private partnerships; and (xi) socially inclusive transport.
- International experience working in several countries.
- Excellent oral and written communication skills in English
