Job Purpose:
To review and process loan and grant withdrawal applications including applications for imprest account advance/liquidation, reimbursement, commitment letter, and direct payment, provide analytical support, and assist in coordinating processing and administrative activities in public sector loans and grants, including cofinanced components.
Expected Outcomes
Disbursement Processing
Processes withdrawal applications under ADB public sector loans, grants, and co-financing by critically reviewing withdrawal applications under the various disbursement procedures, ensuring compliance with Loan and Grant Regulations, disbursement procedures, and the service level standards.
Reviewing Statement Expenditure (SOE) Procedures
Support supervisors in monitoring the project expenditures claimed through SOE and other simplified documentation procedures, assessing risk, and reviewing relevant evidences on sampling basis.
Monitoring of Imprest Accounts
Keeps track of deposits, liquidations and reconciliation under Imprest Accounts and prepares periodic reports thereon.
Others
Drafts various internal and external correspondence on disbursement-related matters for review by supervisors
Assists other areas in the division if required to ease higher work volume or resolve complex disbursement issues.
Educational Requirements:
- Bachelor's degree in Business Administration, Accounting, Finance or related field; preferably with Certified Public Accountant qualification.
Relevant Experience And Other Requirements:
Work experience
- At least 5 years experience in banking, accounting or auditing
- Should be analytical with some experience in loan administration, disbursement
- A good knowledge of ADB’s operations is an asset
Technical knowledge
- Working knowledge of assigned area
- Proficiency in the use of computer, particularly in MS Office program, including Excel and MS Word

- Able to liaise and work effectively with staff within own work location and throughout ADB
- Able to work collaboratively with teams as a constructive team member
- Excellent oral and written communication skills English
